Students are not allowed to transfer at will. According to official website, Hunan Education Bureau, there is Article 8 in the new policy, which stipulates that students are not allowed to transfer to other schools at will. If they have to transfer to other schools because of their parents' job transfer, family migration or other normal reasons, they shall go through the transfer formalities according to the regulations. Article 9: Transfer students must apply to the transfer school with the consent of the transfer school and issue the acceptance certificate, and then issue the transfer certificate with the consent of the transfer school. Students hold the transfer certificate to the education administrative department of the transfer party for review and affix their official seals. Cross-provincial, city (state) transfer students must hold the transfer certificate to the education administrative department of the province, city (state) where the transfer party is located to issue the scores of relevant subjects in the ordinary high school level examination.
