I. General principles

The National College Students' Information Security Competition is a public welfare college students' scientific and technological activity, which aims to publicize information security knowledge. Cultivate college students' innovative spirit and team consciousness; Expand college students' scientific vision and improve their innovative design ability, comprehensive design ability and information security awareness; Promote the reform of curriculum system, teaching content and teaching methods of information security specialty in colleges and universities; Attract college students to actively participate in extracurricular scientific and technological activities, and create conditions for training, selecting and recommending outstanding information security professionals.

Article 2 Competitive positioning.

The National College Students' Information Security Competition is a national competition.

Article 3 Competition features.

The efforts of the national college students' information security competition are closely combined with the reform of curriculum system and curriculum content, the cultivation of students' comprehensive quality, and the integration of theory with practice. The competition pays attention to students' innovative ability, and the content should pay equal attention to theory and practice, so as to comprehensively test and enhance students' theoretical literacy and practical ability of information security.

Second, organization and management

Article 4 The organization and management organization of the contest is the Teaching Steering Committee of Information Security Major in Colleges and Universities of Ministry of Education (hereinafter referred to as the Teaching Steering Committee). The Education Committee is responsible for the establishment of the Organizing Committee of the National University Student Information Security Competition (hereinafter referred to as the Organizing Committee) and the specific organization of the competition. The term of office of the organizing committee is 3 years. The Teaching Steering Committee approves and determines the specific competition plan reported by the Organizing Committee.

Article 5 The jury of the National College Students' Information Security Competition. The jury of the contest is composed of some members of the teaching Committee and experts, and is responsible for deciding the important matters of the contest. The head of the competition jury is the director of the teaching Committee.

Article 6 Expert Group of National College Students' Information Security Competition. The members of the expert group are composed of government departments, university representatives, information security experts and representatives of enterprises and institutions. The expert group is composed of 1 leader and 1-2 deputy leader, and is responsible for the management and coordination of the expert group. The members of the expert group should promise to actively participate in the proposition and evaluation of the competition. Members of the expert group work for free.

Article 7 Establishment and term of office of the expert group. The expert group is appointed by the Organizing Committee for a term of 1 year.

Article 8 The expert group is responsible for the proposition and evaluation of the competition, answering questions and complaints in the competition and making suggestions to the organizing committee.

Article 9 The Education Commission entrusts the organizers and co-organizers of the National College Students' Information Security Competition (hereinafter referred to as the organizers and co-organizers) to set up the Secretariat of the National College Students' Information Security Competition (hereinafter referred to as the Secretariat) to be responsible for the specific business work of the competition.

Article 10 The organizer shall be responsible for the composition of the secretariat and report it to the Organizing Committee for approval and filing. The secretariat has 1 secretaries-general, who are responsible for the organization and management of the secretariat.

Eleventh organizers and co-organizers should provide all kinds of equipment, places and other software and hardware environments needed for the competition as much as possible, and be responsible for the development, operation and maintenance of the competition website. We encourage teams to bring their own software and hardware.

Article 12 The organizing committee shall formulate competition management rules and disciplines. In order to ensure the smooth progress of the competition, the organizers and co-organizers should strictly abide by the management rules and disciplines of the National University Student Information Security Competition promulgated by the Organizing Committee.

Third, the competition form and rules

Thirteenth national college students' information security competition is divided into preliminary competition and final competition. Organizations and students in colleges and universities voluntarily sign up for competitions organized by the organizing Committee; Teams that pass the evaluation of the expert group can enter the finals. The number of teams entering the finals is determined by the expert group according to the total number of teams in that year and the quality of the entries.

Fourteenth students take part in the competition as a team, and each team has no more than 4 people (including the team leader). The team leader is responsible for the participation of this group of students, including team formation, registration, pre-competition preparation, training, post-competition summary and contact with the secretariat of the organizing Committee. Each student can only participate in one team, and each team can only submit one entry topic.

Fifteenth each team must have 1 instructors, who are responsible for the guidance and management of the team. The instructor must be an on-the-job teacher in the university where the participating team is located. Instructors should be responsible for the originality and safety of the team content they guide. Teachers are allowed to give guidance or guidance during the competition.

Sixteenth full-time undergraduate and junior college students can participate, and their majors are not limited. Encourage non-information security students to participate.

Article 17 Students participating in the competition must participate in the competition at the same time, and submit design reports, software, objects and other materials on time according to the requirements of the organizing committee. Any team that fails to provide the required materials on time will be deemed to have given up the competition automatically.

Article 18 If the participating teams violate the rules and regulations, the organizing committee will disqualify them and give them informed criticism in an appropriate way.

Fourth, the content of the competition

Article 20 The main content of the contest is information security technology and application design, which may involve cryptographic algorithms, security chips, firewalls, intrusion detection systems, e-commerce and e-government system security, VPN, computer virus protection, etc. , but not limited to the above.

Twenty-first competition topics are generally practical problems that have been properly simplified in engineering technology, taking into account the basic content of current teaching and the frontier of disciplines, and at the same time playing a guiding role in the reform of curriculum system and teaching content.

Twenty-second competition topics focus on assessing students' comprehensive ability to use basic knowledge for engineering design, and assessing students' innovative spirit and teamwork ability.

Article 23 The specific content scope of the contest was announced by the expert group of that year to the national universities through the contest website.

Twenty-fourth competitions only accept defensive topics, and do not accept any topics that are offensive or violate relevant state laws and regulations.

Twenty-fifth all entries must be approved by the expert group before entering the competition. If the topics and contents reported by the participating teams violate the spirit and articles of association of the competition, the expert group has the right to require the participating teams to make amendments and get approval before entering the competition.

Twenty-sixth team content should be original works independently designed and developed by team members. Plagiarism and plagiarism are strictly prohibited. Anyone who finds plagiarism or plagiarism will be disqualified from participating in the competition, and the responsibility of the relevant instructors and universities will be investigated.

Article 27 The competition shall be held once a year. The registration time is in principle from March to June every year, and the final time is from July to August every year. All competitions will be completed before September 1 every year. Specific arrangements will be announced separately.

Twenty-ninth competition evaluation work by the expert group in accordance with the national college students' information security competition evaluation rules, in line with the principles of fairness, openness, impartiality and objectivity.

Thirtieth competition has three prizes: first prize, second prize and third prize. Among them, the proportion of winning the first prize shall not exceed one-fifth of the finalists in principle; The proportion of winning the second prize shall not exceed 1/3 of the finalists in principle. The jury may, according to the specific circumstances of the competition in that year, set other awards to encourage the participating teams, students and instructors. Any team that enters the finals but fails to win the first, second and third prizes can win the winning prize. Any team that has not entered the finals, but has completed the content of the competition on time and has excellent works, can win the excellent entry award.

Thirty-first contest issued a unified award certificate, award-winning students and instructors, by the Ministry of education information security professional teaching steering committee is responsible for the award.

Article 32 In order to encourage the organizers of the contest and participating universities, the National College Students' Information Security Contest Outstanding Organization Award, the National College Students' Information Security Contest Outstanding Participation Award and the National College Students' Information Security Contest Outstanding Guidance Award are established to commend universities and individuals who have made outstanding performances and contributions in the contest.

Thirty-third teams, participants, instructors and colleges are prohibited from practicing fraud. The Organizing Committee will cancel the relevant awards and impose penalties in accordance with the relevant regulations for violations of relevant national laws and regulations and the articles of association of the competition.

Article 34 The intellectual property rights of the entries belong to the participating teams, and it is strictly forbidden for any organization or individual to infringe on their intellectual property rights.

Article 35 The Organizing Committee strives for sponsorship from all walks of life and advocates that all walks of life jointly hold competitions in the name of sponsorship and co-sponsorship.

Thirty-sixth organizers and co-organizers should promise to pay a certain amount of funds to ensure the balance of the competition.

Article 37 The Secretariat shall be responsible for the income and expenditure of various funds, and accept supervision, inspection and management.

Article 38 After the competition, the Secretariat shall report the income and expenditure of funds to the Organizing Committee.
