According to the Central Committee of the Communist Party of China's decision on deepening the reform of the party and state institutions and the institutional reform plan of Ruian approved by the provincial party committee and government, Ruian Education Bureau is the working department of the municipal government.

Ruian Education Bureau implements the principles, policies and decision-making arrangements of the CPC Central Committee, the Provincial Party Committee, the Wenzhou Municipal Committee and the Ruian Municipal Committee on education, and adheres to and strengthens the party's centralized and unified leadership over education in the process of performing its duties.

Main responsibilities:

(a) to implement the education policies, laws and regulations of the party and the state, organize the drafting of major normative documents related to education, and promote the legal construction of the education system. To guide and coordinate the education work of various functional areas, towns (streets) and departments.

(two) responsible for the overall planning of the city's education, guidance, coordination and inspection of the implementation of education plans and plans. Undertake the investigation and policy research on major issues of education reform and development, formulate and organize the implementation of the city's education reform and development policies, and be responsible for the statistics, analysis and release of the city's basic education information.

(III) To guide, supervise and inspect the political, ideological and organizational construction of the Party in the schools and education system of the whole city, fulfill the responsibility of strictly administering the Party in an all-round way, and assist the Organization Department of the Municipal Party Committee, the Propaganda Department of the Municipal Party Committee and the United Front Work Department of the Municipal Party Committee to do a good job in organizing propaganda and United front work in the education system.

(four) to guide the safety and stability of the city's education system, to be responsible for the safety supervision and management of the education system, to urge the relevant subjects of the education system to implement the responsibility for production safety, and to organize or cooperate with the investigation of dereliction of duty or illegal acts in school safety management.

(five) responsible for the construction of the city's educational talent team. Guide the construction of teachers' morality and style in the city. Organize and guide the implementation of the teacher qualification system, and participate in the formulation of policies such as school establishment, post and salary. Responsible for the employment guidance of normal graduates in the city. Organize the evaluation of teachers' professional titles in the education system and guide the appointment of teachers and other professional and technical positions.

(six) the overall management of the department's education funds, participate in the formulation of education fund raising, education funding, education infrastructure investment policies and supervise the use. Manage and supervise the financial, infrastructure and state-owned assets of the school (subordinate units), and be responsible for the equipment work of the city's school education informatization construction, education and teaching equipment configuration, etc. Responsible for the internal audit of the education system.

(seven) responsible for the comprehensive management and guidance of the city's basic education, vocational education, adult education, preschool education, special education; Coordinate and promote community education and lifelong education in the city; Coordinate and plan the career development of Swiss universities; To guide the educational reform, vocational guidance and evaluation of vocational schools; Manage and guide the city's private education.

(eight) responsible for the ideological and political education, moral education, sports health and art education, labor education and national defense education in schools at all levels in the city. Assist the relevant units to do a good job in the school Communist Youth League, Young Pioneers and care for the next generation.

(nine) responsible for the macro management and guidance of the city's school enrollment work. Organize the implementation of college enrollment and higher education self-study examination.

(ten) to guide the city's teacher education, education, teaching and scientific research.

(eleven) responsible for organizing and carrying out foreign exchanges and international cooperation in the education system, and promoting friendly exchanges between the international community and with Hongkong, Macao Special Administrative Region and Taiwan Province Province.

(twelve) responsible for the city's language work, to guide the language planning and construction.
