1. Adjust the structure of national key disciplines according to the strategic deployment of building an innovative country. On the basis of basically stable scale, the national key disciplines focus on adjusting the discipline structure and layout according to the needs of national and regional economic and social development, especially the construction of innovation system. On the basis of setting up national key disciplines in two disciplines, the first-level national key disciplines will be added. The construction of first-class disciplines and national key disciplines should highlight the comprehensive advantages and overall level, and promote the cross-integration of disciplines and the growth of emerging disciplines. The construction of national key disciplines of the two disciplines should highlight their characteristics and advantages and make breakthroughs in key directions.
2. Build a three-level construction management system for national, local (departmental) and unit key disciplines. In order to improve the construction level of national key disciplines, mobilize the enthusiasm of all parties and strengthen the sense of responsibility, the state will gradually build a management system for the construction of key disciplines that supports each other at the national, local (departmental) and unit levels. In the process of building national key disciplines, it is necessary to clarify the responsibilities, rights and obligations of the state, local (departments) and their units, and gradually increase the overall efforts of local education administrative departments in the construction and management of national key disciplines.
3. Reform the selection method and insist on focusing on construction. The state will reform the original selection method of national key disciplines and take the evaluation and identification of national key disciplines as an important means to strengthen construction. 4. Give play to the backbone and demonstration role of national key disciplines. The construction of national key disciplines should build a discipline platform that can undertake major national tasks, establish a resource sharing mechanism, and improve construction efficiency. It is necessary to make use of the high-quality resources of national key disciplines in teaching, scientific research, personnel training and teachers, vigorously enhance the scientific research and innovation ability of colleges and universities, and promote the overall level of higher education.
