Mr. Tao Xingzhi fiercely criticized the disadvantages of preschool education in old China, insisted on reforming foreign, expensive and rich kindergartens, and established economical and civilian kindergartens suitable for China's national conditions.
With the vigorous promotion of Tao Xingzhi, in the 1920s, a popular trend of preschool education was launched in China. 1927, Tao Xingzhi founded the first rural kindergarten in China-Nanjing Yanziji Kindergarten, 1934, and founded the first working children's group in Shanghai West Women's Work Area.
