The difference between public counsel and legal counsel
The grades are different.

Counsellor and Counsellor are both diplomats and senior positions in the diplomatic hierarchy. The public counselor is a first-class counselor in the embassy or consulate, usually responsible for consular and commercial affairs, and has a high status and representative power.

In the legation or consulate, in addition to counsellors and counsellors, there are some other positions, such as military attache, civil servant and consul. These posts have different grades and responsibilities, but they are all an indispensable part of diplomatic work.
