There are two 985 engineering universities (Dalian University of Technology and Northeastern University), two 21kloc-0/engineering universities (Dalian Maritime University and Liaoning University), and several strong universities with industry characteristics, such as Dongbei University of Finance and Economics, China Medical University, shenyang jianzhu university, Shenyang Pharmaceutical University and Dalian Foreign Studies University. The strength of higher education is strong, and the universities deployed in Liaoning Province have basically participated in the cooperation with Liaoning Province.

On the other hand, in Hebei Province, only one provincial university (Hebei University of Technology) is located in Tianjin, and only Yanshan University and Northeastern University Qinhuangdao Branch, one of the original mechanical dragons, are relatively strong. North China Electric Power University (Baoding) has never invested in co-construction in Hebei Province, and has never tilted its enrollment quota to Hebei candidates.
