Article 9 These Provisions shall apply to state organs, organizations and all enterprises and institutions. Article 10 The administrative department of labor and personnel of the State Council shall formulate detailed rules for implementation according to the scope of duties. Eleventh these Provisions shall be interpreted by the administrative department of labor and personnel of the State Council according to the scope of their duties.
