According to the requirements of COVID-19 Epidemic Prevention and Control Program (Ninth Edition), the new version of the prevention and control program for schools and kindergartens requires all kinds of schools to carry out health monitoring and historical records for seven consecutive days before the start of school.
All localities should pay close attention to the epidemic changes in schools, kindergartens and other parts of the country.
The high-risk level of local epidemic situation or COVID-19 epidemic situation should strictly implement the local epidemic prevention and control requirements, immediately start the epidemic emergency command system, and decisively take emergency measures.
Before school starts
The new version of the "Prevention and Control Plan for Primary and Secondary Schools" requires that all schools should strictly implement the health management requirements of teachers, students and employees in middle and high-risk areas and low-risk areas in counties (cities, districts and banners) where the middle and high-risk areas are located, or other special circumstances, and issue negative certificates of nucleic acid testing within 48 hours before arriving at school.
Comprehensive management of all access to the campus, the implementation of relatively closed campus management, so that the person in charge, personnel registration and inspection records are complete.
Teachers and students must wear masks when entering the school gate, identify themselves and check their body temperature.
Visitors need to check and register the health code, and relevant personnel outside the school are not allowed to enter.
According to the new version of the prevention and control plan for colleges and universities, teachers and students in low-risk areas who return to school across provinces must hold negative certificates of nucleic acid testing within 48 hours before the start of school (subject to the time when the report is issued), and the results of nucleic acid testing are mutually recognized throughout the country. According to the territorial requirements, it is necessary to do a good job in nucleic acid testing after registration.
After teachers and students return to school, if the starting place is identified as a medium-high risk area, they should report to the school and the local community in time, and carry out nucleic acid testing according to the classification of teacher-student epidemic situation and the requirements of school prevention and control.
The countermeasures specifically require universities not to adopt "multi-layer encryption" measures such as centralized isolation for teachers and students from low-risk areas.
Since the beginning of school
Colleges and universities should strengthen the management of school gates, comprehensively manage the access roads on campus, and strengthen the verification, registration and management of foreign sales and distribution personnel.
Actively use information technology to implement a convenient school entrance management mechanism.
Conduct a comprehensive inspection of the entrance and exit of the school, focusing on the unattended and accessible areas such as damaged fences, green fences and low walls, and timely repair and block the entrance.
After the start of school, when there is an epidemic in the school, primary and secondary schools and universities can temporarily stop online education according to the needs of local epidemic prevention and control.
After the epidemic situation is controlled, online education will be resumed in time according to the opinions of the local epidemic prevention and control cooperation mechanism (leading group and headquarters) on the premise of effectively ensuring the public health safety of teachers, students and staff and schools.
Teachers and students diagnosed as asymptomatic infected persons, suspected cases or close contacts in COVID-19, the school should immediately start the emergency mechanism and report to the local disease control institutions within 2 hours.
Under the guidance of local health and disease control departments, primary and secondary schools and colleges and universities take measures such as closed management, full-time nucleic acid detection, strengthening campus activities and site management, and arrange online education in time.
According to the new prevention and control plan, all staff should be tested for nucleic acid on 1, 2, 3 and 7 days respectively after the occurrence of campus infection cases in colleges and universities.
Conditional colleges and universities can promptly guide all teachers and students to carry out antigen testing. Those who are positive for antigen testing should be transported by the emergency center to the medical institution where the fever clinic is located according to the requirements of "Guidelines for the Transport of Epidemic Persons in COVID-19".
Teachers, students, workers and children of all kinds of schools at all levels can return to school only after they recover from illness, or after the centralized isolation medical observation is lifted on schedule, and the results of home health monitoring and nucleic acid detection are negative according to regulations.
When returning to school, schools and kindergartens should check the relevant certificates issued by qualified medical institutions.
