It was put forward for the second time in April 14, when the Ministry of Education issued the Plan for the Construction of Basic Education Teachers in the New Period. Article (14) clearly states:

"Strengthen the protection of teachers' salaries and improve the standard of teaching experience allowance. "

In the same month, at the press conference of the Ministry of Education, Ren Youqun, Director of the Teacher Affairs Department of the Ministry of Education, once again stressed:

"It is necessary to raise two allowances, one is the allowance for the class teacher and the other is the allowance for teaching experience."

The third time, on September 15, the Ministry of Education held a press conference on "Ten Years of Education", stressing once again that:

"It is necessary to strengthen the protection of teachers' wages and benefits and encourage local governments to raise the living allowance standard for rural teachers.

Since last year's meeting at the national level made a decision to increase the seniority allowance, the Ministry of Education has repeatedly emphasized this policy this year. Although it has not been fully implemented, it is undoubtedly a strong good news for teachers!

It means that the 37-year-old teaching allowance will finally play its due role and increase the subsidy for teachers' life!

First, the allowance for teaching experience that has not changed for 37 years.

The current seniority allowance system has been implemented since 1986. According to the length of working as a teacher, the monthly allowance is paid:

If it is less than 5 years 10 years, it will be sent to 3 yuan every month;

10 years old and under 15 years old, 5 yuan every month;

/kloc-monthly 7 yuan of more than 0/5 and less than 20 years;

Over 20 years, monthly 10 yuan.

In the 1980s, when prices were low, fifty cents could be exchanged for an egg, fifty cents for a bowl of noodles, and a monthly allowance of up to ten dollars was a veritable supplementary salary, which really improved the lives of teachers.

However, 37 years have passed, times have changed, prices have risen, teachers' workload has increased, and teachers' academic qualifications have been greatly improved. But the seniority allowance is three to ten dollars that can't be shaken for decades.

Today's few dollars, I'm afraid I can only have brunch in a third-tier city, losing the original meaning of subsidizing life and becoming an irrelevant sum on the payroll.

Even an old teacher who has taught for more than 20 years can only get ten dollars a month. The seniority allowance has lost its original meaning and become a symbolic symbol.

However, at present, under the repeated call of the Ministry of Education, the long-neglected seniority allowance has finally seen the dawn of hope!

Second, the reform of seniority allowance, Henan took the lead in implementation!

From July 20 19/day, on the basis of implementing national standards, Henan Province will calculate and approve according to the standard of 1 0 yuan for each year of teaching experience.

From the second year of teaching, teachers can receive a monthly teaching allowance of 10 yuan. By analogy, if you have been teaching for five years, you will receive 50 yuan teaching allowance every month; After ten years of teaching, he receives a monthly teaching allowance of 100 yuan; Teaching experience of 20 years, receiving 200 yuan teaching experience allowance every month.

In this regard, Ren Youqun, Director of the Teacher Affairs Department of the Ministry of Education, affirmed:

"Henan has conducted a good exploration to ensure that grassroots teachers can afford and live well, and attract outstanding talents to concentrate on teaching and teach with peace of mind."

Besides teachers in compulsory education, colleges and universities can also follow the same standards, but at present it is limited to Henan.

Although the monthly allowance of 200 yuan is not particularly large, it is 20 times higher than the previous limit of 10 yuan, and every little makes a mickle, which is 1200 yuan every year.

In addition, Guangdong has also begun to explore the reform of seniority allowance. For example, in Shenzhen, if you have taught in a municipal kindergarten for more than 3 years and worked in an existing kindergarten for 1 year, you will be paid the seniority allowance from the fourth year.

The payment standard is 450 yuan per person per month, with an increase of 1 50 yuan every1year, with the maximum not exceeding 1500 yuan per person per month.

However, the seniority allowance is only paid to those engaged in the education industry. Once they leave the podium, the allowance will not be paid from the second month.

In this regard, many old teachers are dissatisfied:

"Our old teachers have been struggling for more than 30 years or even 40 years since the 1970s, and now they are all retired. How can I compensate the seniority allowance? We are elderly people with high seniority and low wages. Shouldn't we enjoy seniority allowance? "

Third, how to reform the seniority allowance? There are two directions!

In the future, the reform of seniority allowance will have the following three directions.

1, increasing 10 yuan every year, with no ceiling!

From 20 18, Cui, a representative of the National People's Congress, submitted a proposal at the two sessions of the National People's Congress for three consecutive years, calling for an increase in seniority allowance. She believes that the teaching experience allowance should be increased with the growth of other allowances and subsidies. 1 year of teaching experience 10 yuan, calculated year by year, with no ceiling.

2, according to the price, the highest monthly 600 yuan!

According to the current price, the allowance for 3- 10 yuan is unreasonable. Therefore, the seniority allowance should be adjusted according to the consumption level and price level of residents.

According to the data, the average consumption level of urban residents in 1986 is 872 yuan; In 202 1 year, the per capita consumption of urban residents is about 35,063 yuan. It has increased by 42 times. That is to say, 10 yuan in 1986 is equivalent to 400 yuan in 202 1. For example, in those days, pork 1 yuan a catty, and now 25 yuan a catty; At that time, rice was 30 cents a catty, and today's rice is 3 yuan a catty.

Based on this calculation, the criteria for increasing the seniority allowance in 2022 are as follows:

Teaching experience of 5-9 years, monthly teaching experience allowance 120 yuan;

If the teaching experience is 10- 14, the monthly teaching experience allowance will be paid to 200 yuan;

If the teaching experience is 15- 19, the monthly teaching experience allowance will be paid to 280 yuan;

If the teaching experience is more than 20-29 years, the monthly teaching experience allowance 400 yuan will be paid;

Teaching experience of more than 30 years, 600 yuan every month.

In short, the reform of seniority allowance is imperative. After all, the current seniority allowance of 3- 10 yuan can neither arouse teachers' enthusiasm for teaching and educating people, nor show the significance of respecting teachers and attaching importance to teaching, nor show teachers' professional attraction.
