1. Implementing compulsory education and enrolling near the school without examination is an important content of fully implementing the compulsory education law. Article 12 of China's Compulsory Education Law clearly stipulates that "local people's governments at all levels shall ensure that school-age children and adolescents are enrolled in the nearest place where they are registered." The "Implementation Measures" of our city also clearly stipulates that school-age children and adolescents receive compulsory education in this city, and they are admitted to school nearby without examination.

2. It is an important content to deepen the comprehensive reform of education to implement compulsory education without examination and enter the school nearby. The Third Plenary Session of the 18th CPC Central Committee and the Fourth Plenary Session of the 10th CPC Central Committee clearly put forward that district system and the nine-year consistent counterpart enrollment should be tried out and the compulsory education system should be implemented. 2. Enrollment method: According to the plan, junior high school enrollment in Binhai New Area will be divided into three enrollment areas: Tanggu, Hangu and Dagang. Junior high school enrollment is managed according to the territory, and it adopts the method of enrolling students in the local area and not enrolling students across regions.

According to the principle that the number of junior high school students is basically equal to the number of primary school graduates, the allocation of educational resources is basically balanced, the school collocation is as reasonable as possible, and the geographical location of primary and secondary schools in the region is relatively close. According to the situation of students in our district and the layout of schools, the layout of school districts is reasonably planned.

There are two main ways to enroll students in public junior high schools. One is single school scribing, that is, planning a junior high school and several primary schools into junior high school enrollment areas. The second is multi-school scribing, that is, planning a number of junior high schools and primary schools into junior high school enrollment areas. The junior high school that implements "single school dicing" adopts the method of direct enrollment by counterparts, and primary school graduates are promoted to junior high school by counterparts. Junior high schools that implement "multi-school scribing" adopt a combination of student volunteering and random allocation to recruit students. First, primary school graduates are required to enter school. For junior high schools with fewer students enrolled, students are directly enrolled; For junior high schools where the number of applicants exceeds the number of enrolled students, students are determined by random allocation. Random allocation is organized by the District Education and Sports Commission, and relevant units and parents' representatives are invited to participate to ensure fairness and justice.
