Principles and functions of establishing inspector's responsibility area
In accordance with the principle of "adapting measures to local conditions, grading responsibility, comprehensive coverage and promoting work", inspector responsibility areas are established at the provincial, municipal and county levels respectively. Local education supervision departments at all levels should, according to the layout of primary and secondary schools and the number of students in their respective administrative areas, proceed from the actual work of "inspectors" and reasonably determine the number of inspectors' responsibility areas. The number of schools in a responsible area should generally be controlled within 20, covering all primary and secondary schools to ensure the quality of supervision.
The provincial inspector responsibility area shall be established by the provincial education supervision department. The main function is to guide the work of the inspector's responsibility area at the city and county levels, conduct random inspection and guidance on the relevant work of the city (prefecture) and county education administrative departments and education supervision departments and the education and teaching work of primary and secondary schools, and supervise and guide the construction of the county-level inspector's responsibility area.
City and county inspector responsibility areas were established by the city and county education supervision departments. The main function of the municipal inspector responsibility area is to conduct random supervision and inspection of ordinary high schools (including private schools) and schools directly under the jurisdiction. The main function of the county-level inspector responsibility area is to conduct random supervision and inspection of schools (including private schools) with nine-year compulsory education and below in this area.
Local inspectors at all levels are responsible for implementing the main functions of their respective areas of responsibility, and inspectors shall be appointed by people's governments at all levels.
Work tasks of inspectors in responsible areas
The inspector of the responsible area is mainly responsible for the random supervision of the school-running behavior and education and teaching work of primary and secondary schools in this responsible area. In accordance with the working principle of "supervision according to law, correct guidance, timely feedback, in-depth investigation and reasonable suggestions", the inspectors in the responsible area, under the guidance of the education supervision department, carry out random supervision by taking random lectures, consulting materials, attending meetings as nonvoting delegates, conducting discussion visits, questionnaire surveys and campus inspections. The specific tasks are:
1. Supervise and inspect the implementation of education laws, regulations, rules and national education policies in primary and secondary schools, timely discover illegal acts that endanger the safety of primary and secondary schools, the legitimate rights and interests of teachers and students, and the order of education and teaching, and investigate and verify relevant education issues reported and complained by the masses.
2. Guide and help primary and secondary schools to make reasonable school development plans, standardize school-running behavior, improve school-running level and form school-running characteristics; Supervise and guide primary and secondary schools to fully implement the education policy of the party and the state, follow the laws of education and teaching, deepen the reform of education and teaching, implement the national curriculum plan, solidly promote quality education, continuously improve the quality of education and teaching, and effectively reduce the excessive academic burden of students.
3. Introduce the typical experience found in the supervision process in time; Timely feedback to the education administrative department, education supervision department and primary and secondary schools may affect the normal teaching order of primary and secondary schools and violate the laws of education.
4. Seriously study the key, hot and difficult issues in primary and secondary education and teaching, and form a research report on the basis of in-depth research.
5. Accurately grasp the present situation, development trend and existing problems of primary and secondary schools, report to the education administrative departments and schools regularly or irregularly, make suggestions and supervise the implementation.
Job requirements of inspectors in responsible areas
The inspectors in the responsible area shall work under the leadership of the education supervision department at the same level, implement the leadership responsibility system for the supervision and inspection of primary and secondary schools, and conduct follow-up supervision. The specific requirements are:
1. Carry out supervision work according to the annual education supervision work plan of the department, without notifying the supervised unit and its competent education administrative department in advance.
2. After each supervision, it is necessary to fill in the follow-up supervision and inspection records of the inspector's responsibility area and write a report.
3. In the process of supervision and inspection, it is not allowed to accept companies, banquets and various entertainments and gifts provided by the supervised unit and its superior competent department; Shall not affect the normal work order of the supervised units and primary and secondary schools.
4. The frequency of random supervision by provincial inspectors in this area of responsibility shall be implemented according to the requirements of provincial education supervision departments; The random supervision of the municipal responsible area inspectors on the primary and secondary schools in this responsible area shall not be less than 1 time every quarter; The random supervision of the county-level responsible area inspectors to the primary and secondary schools in this responsible area is not less than 1 time per month.
Management of inspector's responsibility area
Local education administrative departments and supervision departments at all levels should attach great importance to the construction of the inspector's responsibility area, earnestly strengthen the leadership over the work of the inspector's responsibility area, and provide necessary conditions for the inspectors in the responsibility area to carry out their work. It is necessary to establish a joint meeting system for the inspector's area of responsibility, regularly study the work of the inspector's area of responsibility, and listen to the work report of the inspector in the area of responsibility. It is necessary to formulate the overall plan for the construction of the inspector responsibility area, establish the working mechanism of the inspector responsibility area, and strengthen the management of the inspector responsibility area. It is necessary to organize the training, assessment and recognition of the inspectors in the responsible area, and take the follow-up supervision and inspection records, supervision reports and the quality of primary and secondary education and teaching in the responsible area as an important basis for assessment and recognition.
All localities should build a team of professional inspectors with sufficient quantity, reasonable structure and high quality. According to the scale of local education development and the number of schools, a group of experts in education, teaching and management will be sent to the responsible area as inspectors. Each inspector's responsibility area should be equipped with at least two inspectors.
Local education administrative departments at all levels and primary and secondary schools must actively assist and cooperate with the inspectors in the responsible areas to carry out random supervision and inspection according to law, take the initiative to report their work, truthfully report the situation, consciously provide relevant information, consciously accept random supervision and do not conceal the truth.
The national education supervision department will regularly carry out special inspections and reports on the construction of local inspectors' responsibility areas.
