Students in the first, second and third grades of private secondary vocational schools that meet the national standards are exempted according to the tuition standards of public secondary vocational schools of the same type and major.

In the early days of reform and opening-up, there were a number of institutions specialized in vocational training for on-the-job employees, which were called "vocational schools" or "technical schools". The policy of combining general education with vocational and technical education, combining full-time schools with work-study and amateur schools, and combining state-owned schools with commercial departments, factories, mines and people's communes is implemented. Education below the county level is mainly oriented to rural areas and serves rural areas and various construction undertakings.
In urban and rural areas, it is necessary to advocate the extensive establishment of vocational (technical) schools in all walks of life. Some ordinary high schools will be transformed into vocational (technical) schools, vocational middle schools and agricultural middle schools. After adjustment and reform, the proportion of students from various vocational (technical) schools in the whole senior secondary education has greatly increased.
