Does the Ministry of Education expressly stipulate that there are places for one class in grade one of primary schools?
It is clearly stipulated by the Ministry of Education that a class in primary school has a quota.

According to the requirements of "Standards for the Construction of Ordinary Primary and Secondary Schools in Cities and Towns", "Standards for the Construction of Ordinary Primary and Secondary Schools in Rural Areas" and "Code for Architectural Design of Primary and Secondary Schools", the standard class size of primary and secondary schools is 45, and that of junior high schools is 50.

The Opinions of the State Council on Promoting the Reform and Development of the Integration of Urban and Rural Compulsory Education in Counties clearly states that students with 56 or more students are in large classes and students with 66 or more students are in super-large classes.

On August 28th, entrusted by the State Council, Minister of Education Chen Baosheng made a report to the State Council on promoting the integration of urban and rural compulsory education and improving the level of rural compulsory education at the fifth meeting of the 13th the National People's Congress Standing Committee (NPCSC).

Chen Baosheng pointed out in the report that it is necessary to ensure that the super-large class size of more than 66 students will be basically eliminated by the end of 20 18, and the large class size of more than 56 students will be basically eliminated by the end of 2020.

Extended data:

There are three main reasons for "large class size":

First, influenced by urbanization and the unbalanced development of urban and rural education, rural students flow to cities and towns, resulting in a shortage of educational resources in cities and towns.

Second, some local educational land, teacher staffing and construction funds are insufficient, and the construction of supporting schools is not in place.

Third, the distribution of students in a few places is unreasonable, and a large number of students are concentrated in a few hot schools. "Large class size" affects students' physical and mental health and the improvement of education quality.

In 20 16, there were 450,000 students in the national compulsory education class, accounting for 12.7%, which was 40,000 fewer than that in 20 15, with a decrease of 1.4 percentage point. There are 6,543.8+0.4 million super-large classes, accounting for 4%, with a decrease of 30,000 classes and 654.38+0 percentage points.

Compared with 2009, the proportion of large classes decreased by 1 percentage point every year. On September 20 16, the plan to eliminate large class size was launched, and it was clearly stated that "the oversized class size will be basically eliminated by 20 18 and the large class size will be basically eliminated by 2020".
