In the past ten years, the Ministry of Education has continuously strengthened the professional construction of scientific and technological achievements transfer and transformation institutions and talent teams in colleges and universities, taken the lead in adjusting the incentive policy for patent funding, promoted the implementation of the pre-application evaluation system for patents, and exerted its role in property rights incentive and evaluation guidance. The supply quality and transformation efficiency of scientific and technological achievements in colleges and universities have been significantly improved. The number of patents granted in colleges and universities increased from 69,000 in 20 12 to 308,000 in 202 1 2, an increase of 346.4%, and the authorization rate increased from 65. 1% to 83.9%. The number of patent transfer and licensing contracts has increased from more than 2,000 to more than15,000, and the amount of patent conversion has increased from 820 million yuan to 8.89 billion yuan, an increase of nearly ten times, which has not only achieved quantitative growth, but also achieved qualitative improvement, transforming more scientific and technological achievements into real productive forces.
