The Provincial Development and Reform Commission, the Provincial Department of Finance and the Provincial Department of Education issued the Notice on Adjusting the Charge Standard of Credit System in Colleges and Universities in Zhejiang Province, which clearly defined the scope of implementation as full-time undergraduates and adult higher education students. The notice will be implemented from the fall of 2020.

Full-time undergraduate credit system charges

The credit system charges in full-time colleges and universities are divided into two parts: professional tuition and credit tuition.

The standard of credit tuition in public undergraduate colleges is 120 yuan per credit.

The tuition standard for credits in independent colleges is 250 yuan per credit.

The credit tuition standard of Chinese-foreign cooperatively-run schools shall be determined independently according to no more than 60% of the total academic year tuition, and the credit tuition standard of project cooperation shall be implemented in accordance with the regulations of the school.

The credit tuition standard of private undergraduate colleges is determined independently according to the total tuition of academic year system.

Professional tuition is the difference between academic year tuition and credit tuition. Credit tuition fees are charged according to students' actual academic performance and corresponding credit unit price standards, and professional tuition fees are charged according to academic year. Credit tuition and professional tuition, the school can be appropriately reduced according to the actual situation.

Credit system charges for adult higher education

Adult higher education approved to implement the flexible academic system reform does not charge professional tuition fees, but only charges credit tuition fees.

Adult higher education credit tuition fees are determined by "full-time" and "part-time":

"Full-time" billing credits are 40 credits per academic year;

"Part-time" billing credits are 25 credits per academic year.

The highest standard of credit tuition is calculated by adult colleges and universities according to the academic year tuition divided by billing credits. The credit tuition standard of art and private undergraduate colleges is calculated by adult colleges according to the academic year tuition divided by the average credits of each academic year. Schools that charge above can go down.

The "Notice" clarifies that colleges and universities should strictly follow the provisions of the publicity system of education fees, publicize the credit system charging methods, charging items, charging standards and other credit system charging related contents and charging complaint telephones through campus networks, bulletin boards and publicity walls, and take the initiative to accept supervision.

Colleges and universities should charge credit tuition fees according to the credits students actually take in the courses, and should not raise the charging standards in disguise in the name of credit system reform. Students should settle all tuition fees before graduation.

Adjust the tuition standard for directional training of noncommissioned officers in some higher vocational colleges.

The Provincial Development and Reform Commission, the Provincial Department of Finance and the Provincial Department of Education also recently approved that the tuition standard for directional training of non-commissioned officers in Zhejiang Communications Vocational and Technical College and Zhejiang Institute of Construction should be adjusted to 8,000 yuan per student per academic year. It is clear that the school should announce the tuition standard to the public before enrolling students, implement the fee publicity system, and accept the supervision and inspection of relevant departments.

The adjusted charging standard will be implemented from the autumn of 2020. Tuition adjustment implements "new old methods and new methods".
