Evening classes, training classes, cram schools, etc. Organized by schools at all levels and with tuition as the main source of income, it is also regarded as running a school by social forces. All kinds of learning organizations organized by government organizations, enterprises and institutions to train cadres and workers of their own units, labor service companies affiliated to labor departments of governments at all levels, and pre-employment training courses for urban unemployed people organized by labor employment training centers are still handled in accordance with relevant regulations and do not belong to the scope of running schools by social forces as mentioned in these Provisions. Second, people's governments at all levels and relevant departments should actively encourage and strongly support social forces to organize various educational undertakings, protect their enthusiasm for running schools, help solve the difficulties in running schools, and give preferential policies in terms of loans, land acquisition, work-study programs, etc. Three, social forces to run a school, we must adhere to the four cardinal principles, adhere to the direction of serving the socialist modernization, implement the national education principles and policies, abide by government decrees, accept the leadership, inspection and supervision of the education administrative department, implement the education and teaching plan, ensure the quality of education and teaching, and pay attention to the social benefits of running a school. Four, social forces to run schools, should follow the laws of education, adhere to the principles of running schools, foster strengths and circumvent weaknesses, pay attention to quality, according to the local economic development and social needs, to carry out all kinds of basic education, vocational and technical education, adult education, social culture and life education. Five, social forces to run a school, must have the conditions to adapt to the nature, mission and scale of the school:

(1) There are people who love the motherland, have good conduct, are familiar with teaching and management, and have expertise in learning to preside over the school leadership;

(2) Having clear training objectives, school-running plans and teaching plans;

(3) Having full-time and part-time teachers and necessary management personnel that meet the requirements;

(4) Necessary places for teaching, experiment and practice, necessary teaching equipment and books and materials;

(5) having a reliable source of funds (including charging reasonable tuition fees);

(6) There are practical teaching and administrative management systems. Six, social forces to run schools, no matter which level of units, must go through the examination and approval procedures at the government education administrative department.

(1) All kinds of secondary professional education, regardless of academic qualifications, shall be approved by the Municipal Education Bureau.

(2) Higher education, regardless of academic qualifications, shall be examined and signed by the Municipal Education Bureau and submitted to the Provincial Education Commission for approval.

(three) the establishment of kindergartens (classes), cultural tutorial schools (classes) and primary and secondary vocational and technical schools (classes) regardless of academic qualifications, which belong to the district (county) and its subordinate units and individual citizens, shall be approved by the district (county) Education Bureau and reported to the Municipal Education Bureau for the record; Belong to the municipal and municipal units and foreign units in our city, approved by the Municipal Education Bureau.

The credentials used by a school-running unit to collect tuition fees must be triplicate receipts printed by the education department with the consent of the relevant departments.

The financial revenue and expenditure business of a school shall be subject to the guidance, supervision and inspection of the departments of finance, auditing, banking and education.
