According to the five development concepts of innovative development, coordinated development, green development, open development and shared development, and the fundamental requirements of high-quality development, the "Proposal" holds that the development of education has shifted from the stage of scale growth to the stage of high-quality development; To further improve the basic value orientation of China's education policy, we should take improving the quality of education and promoting education equity as the national basic education policy; We should establish a new development concept of "investing in people is investing in quality".

"We should pay attention to the quality of education, but the issue of fairness is far from being solved." He said that the problem of educational equity is not only reflected in the further widening gap between urban and rural areas and between regions in the process of modernization, but also in some basic problems that have long plagued education in China, such as the problem of rural students dropping out of school.

Good quality means higher fairness. " Zhou Hongyu said, "On the basis of continuing to promote the development of education, we should focus on solving the problem of insufficient and unbalanced education development, vigorously improve the quality and efficiency of education, better meet the growing educational needs of the people, and better promote the all-round development of students."
