First, grasp the spirit of the "Regulations" and unify their thinking and understanding

All units and departments of the bureau should seriously organize and study the Regulations, accurately grasp the spirit of the Regulations, unify their thinking and understanding, and guide cadres and workers to realize that banning alcohol at noon on weekdays is conducive to protecting the physical and mental health of staff and improving work efficiency, saving funds and advocating the fine tradition of thrift, and is conducive to improving the image of cadres and workers among the people and strengthening the relationship between the party and the masses. Fully understand the significance of implementing the prohibition of alcohol on weekdays, earnestly enhance the consciousness and initiative of observing the regulations, establish a healthy and progressive concept of official reception, and consciously safeguard the good image of government workers.

Second, strictly implement the responsibility system.

Ensuring the implementation of the "Regulations" is an important content for the municipal party committee and the municipal government to strengthen the construction of a clean government and an objective requirement for promoting the construction of anti-corruption. The * * system at all levels in the city should be seriously implemented, whether it is the inspection and guidance of the municipal bureau organs or the mutual learning and exchange between subordinate units. When the cadres and workers of the whole system set out to perform official duties in the city on weekdays, they are not allowed to drink alcohol at noon. Leading cadres at all levels should set an example, take the lead in strictly enforcing the prohibition of alcohol, and manage the team in accordance with the requirements of the responsibility system for building a clean and honest party style.
