1. Regional and urban-rural disparities cause unfair education.

At present, the obvious expansion of regional gap and urban-rural gap makes the allocation of educational resources seriously unbalanced, resulting in unfair education.

In 2009, Qiushi magazine reported that the per capita income of farmers in 20 cities was 1.2 million yuan in Pudong, Shanghai and Kunshan, Jiangsu, and 1.8 million yuan in Dingxi, Gansu. The income gap between farmers alone is more than seven times. It is understood that the per capita fiscal revenue gap between some cities is as high as 10-50 times. In the case that compulsory education is "county-based", the financial difficulties of counties will inevitably lead to educational difficulties.

2. Inequality in education caused by poor implementation of government regulations.

Under the impact of the market economy, at the end of 1990, various parties collected fees in disorder. Education is no exception. Originally, the arbitrary charges were to be rectified. However, due to unreasonable charges for education, some competent departments got commissions. In addition, high-quality schools that collect fees at random have high income and benefit greatly. Many descendants of dignitaries go to these schools through the back door, so their right to speak is in a strong position. Compromise this kind of schools, so that the practice of opposing arbitrary charges falls back to the "three limits" standard, that is, limit the number of people, limit the money and limit the scores, and it is only suitable for senior high schools. However, due to various reasons, the enforcement of government regulations has been further weakened. The arbitrary charges are not limited to the amount of money, the number of people and the scores, but also extend this rule, which is only applicable to high schools, to high-quality junior high schools and primary schools. The situation of collecting school selection fees in junior high schools, primary schools and senior high schools is one after another, and the intensity is increasing. In this way, children with money and power go to quality schools, while children without money and power can't enter quality schools.

3. Unfair education caused by biased system design.

First, there are problems in entering the school nearby. Compulsory education should be enrolled nearby, but the nearest school is a quality school. If you can't get the money, you can't enroll students even at home. The author's neighbor's house is less than 50 meters away from a primary school in Zhongguancun. Because this primary school is a high-quality school, rich people from all walks of life are staring at this school and are willing to pay money to let their children go to this school, so the school excludes nearby children. The children in the neighborhood have to go to the primary school about 1.5 kilometers away from home, and they have to go through four intersections. When children go to primary school, parents can neither travel nor get sick, and they can pick them up all the year round, rain or shine.

4. Unfair education caused by students' low family income.

The government's policy of free enrollment in compulsory education has basically achieved the goal of universal enrollment in compulsory education. However, due to the poverty of some students' families and the high fees of high schools and universities, some poor students still face difficulties in enrolling in high schools and universities. Especially in schools with better teaching quality, the number of children with low family income has decreased significantly. Xinyang Senior High School in Henan Province is the author's alma mater. At that time, more than 90% were children of farmers, and now the number of children in rural areas has been greatly reduced. We found that most students have shoes under their beds from beginning to end, but only a few children have only one pair of shoes or slippers under their beds. The headmaster said that the students with fewer shoes under the bed are all rural students with lower family income. Huanghuai University in Zhumadian City has set up a joint school with foreign universities. This college can go abroad for further study after three years, and the cost is relatively expensive. In the case of low income of local residents, although the university is local, most of the students who may attend school are students from developed areas in other provinces. For another example, the proportion of rural students in Sun Yat-sen University has dropped below 6%. The report of a famous university in Beijing shows that the number of children of farmers has also dropped to 13%. Compared with more than 70% of primary and secondary school students, this is a huge gap.
