Pilot work plan of modern distance education project in rural primary and secondary schools
In order to implement the spirit of the State Council's Decision on Further Strengthening Rural Education and actively and steadily promote the modern distance education project in rural primary and secondary schools (hereinafter referred to as the project), the Ministry of Education, the National Development and Reform Commission and the Ministry of Finance will further strengthen the rural pilot work in the central and western regions in accordance with the requirements of "unified planning, piloting first, summing up experience and making key breakthroughs" put forward by the national leading group for science and education.

The purpose and task of the pilot is to comprehensively explore the construction, application, operation mechanism and management of three modes of modern distance education project in rural primary and secondary schools in different economic and social development areas and different geographical environments on the basis of the pilot demonstration project of modern distance education project jointly implemented by the Ministry of Education, the National Development and Reform Commission and the Ministry of Finance. Test the applicability and economy of the technical configuration of the three modes; Explore the establishment of a long-term mechanism to effectively ensure operation and maintenance; Further study and explore the corresponding education and teaching methods and the requirements of educational resources construction and teacher training; Summarize the effects of the pilot area in the application of three teaching modes, the sharing of high-quality educational resources, the improvement of education quality and teachers' level, and the benefit of project investment. Summarize the role and significance of the project in promoting the implementation of the "two basics" plan in the western region of the country and the consolidation and improvement of the "two basics" in the central and western regions, and promote the solution of outstanding problems such as lack of resources, low level of teachers and poor teaching quality in the vast rural areas, especially in remote mountainous areas and poverty-stricken areas, so as to accumulate experience for further promoting the implementation of the project.

I. Selection of pilot area and scale

According to the principle of relative concentration, strengthening guidance and making key breakthroughs, the pilot work is mainly carried out in the central and western regions. Combined with the implementation of the "two basics" plan in the west, 2-3 prefecture-level administrative regions with moderate population, certain working basis and corresponding conditions were selected as key breakthrough pilot areas in the west 12 provinces (autonomous regions and municipalities directly under the Central Government), Xinjiang Production and Construction Corps and six central provinces. The pilot areas will also cover nine pilot areas (cities and states) of modern distance education for cadres in rural party member, including Shandong Province, Hunan Province, Guizhou Province, Anhui Province, Fengning County of Hebei Province and Taibai County of Shaanxi Province.

It is planned to complete the construction of three modes in the pilot area in one year from 2003. We will build 20,594 teaching CDs, 49,598 satellite teaching receiving points and 6,934 computer classrooms in the pilot areas. The plan covers about 25% rural primary and secondary schools in western provinces (autonomous regions and municipalities directly under the Central Government) and 2 1% rural primary and secondary schools in six central provinces. It is estimated to cover 9.25 million primary and secondary school students in western pilot provinces, with a student coverage rate of 27%, and 6.44 million primary and secondary school students in central pilot provinces, with a student coverage rate of 2 1%.

In addition to Fengning County in Hebei Province and Taibai County in Shaanxi Province, the pilot counties and project schools are determined by the provinces (autonomous regions and municipalities directly under the Central Government). Conditions for selecting pilot areas and schools:

Basic education and informatization in primary and secondary schools have a certain foundation, and equipment maintenance and operation funds can be implemented. The project school has power supply conditions and the classroom has corresponding conditions such as safety, which can ensure the normal use of equipment.

Second, the calculation of pilot work funds

Principles of raising funds for pilot work:

The pilot work is carried out in a way that local governments are responsible and countries that need funds give appropriate subsidies according to the economic and social development of different regions.

The western pilot areas are mainly invested by the central government, supplemented by local investment; The central special funds account for two-thirds of the total funds in the pilot areas.

The central region is dominated by local investment, supplemented by central subsidies; The central special funds account for one third of the total funds in the pilot areas.

In principle, the local government is responsible for the eastern region, and the central government gives appropriate subsidies to the pilot areas of distance education for cadres in rural party member.

It is estimated that the total investment of the pilot project in 2003 is19154.28 million yuan, including100 million yuan invested by the central government, 500,000 yuan invested by the National Development and Reform Commission and the Ministry of Finance, and 9154.28 million yuan invested by local governments. The central government has invested 980 million yuan in the construction of facilities in three modes, and another 20 million yuan in the development of educational and teaching resources. The specific arrangement should be based on the summary of the use of resources development funds in the pilot demonstration projects in 2002, and the specific arrangement plan should be formulated realistically according to the actual situation, and implemented after being agreed separately.

Third, the basic configuration standards of the three modes

Mode 1: playing point of teaching CD.

The teaching point is equipped with TV sets, DVD players and teaching CDs of all grades. Teach and guide students by playing teaching CDs. The object of the equipment is mainly the teaching points that need to be reserved for the layout adjustment of rural schools. The average investment of each point is estimated to be 3000 yuan (according to the number of teaching points, equipped with 29? Or 34? Television).

Mode 2: satellite teaching viewing point

Equipped with satellite receiving system, computer, TV set, DVD player, 1-6 grade teaching CD. Through the broadband transmission network of China Education Satellite, a large number of high-quality educational resources can be quickly received, and at the same time, it has the function of playing teaching CDs. The equipment targets are rural central primary schools and village complete primary schools. According to the size of students, configure 1-2 multimedia classrooms. The average investment per point is estimated to be 6.5438+0.6 million yuan. Mode 3: Computer classroom

Equipped with satellite receiving system, network computer classroom, multimedia classroom, teaching CD player and teaching CD. Its characteristic is that it not only has all the functions of Mode 2, but also provides students with a preliminary learning environment under the network conditions. Equipment for rural junior high schools, each school is equipped with a computer classroom with 30 terminals and a multimedia classroom. The average estimate per point is 6.5438+0.5 million yuan.

The pilot area should be based on the actual situation in the region, in line with the principle of "sufficient, easy to use and practical", and carry out engineering construction in accordance with the basic configuration standards of the three modes in a realistic manner to avoid blind comparison.

Four, the organization and implementation of the project and standard setting

1. Establish an inter-departmental coordination group for modern distance education in rural primary and secondary schools. The team leader is the deputy minister in charge of the Ministry of Education; Members are composed of responsible comrades of the Ministry of Education, the National Development and Reform Commission and relevant departments of the Ministry of Finance, and the Inter-Ministerial Coordination Group has an office (located in the Ministry of Education). The inter-ministerial coordination group is responsible for studying and formulating the pilot work plan and implementation plan, uniformly deploying the pilot work, organizing the implementation, supervising and coordinating the major issues in the pilot work. All departments should perform their duties according to the division of functions. The pilot provinces and autonomous regions shall set up corresponding leading institutions to be responsible for the implementation of the pilot work in their respective regions.

2. Formulate project implementation standards and organize their implementation. The National Development and Reform Commission, the Ministry of Finance and the Ministry of Education should study and formulate the overall project planning, project implementation management measures and relevant standards and norms, and do a good job in pilot projects in key areas. The provincial government is responsible for the pilot work. According to the overall planning, project implementation management measures and relevant standards and norms, formulate local pilot work plans and programs, be responsible for pilot work organization and project construction, and the three ministries and commissions conduct guidance and inspection. The pilot project of modern distance education for rural party member cadres in China was organized and implemented according to the timetable put forward by the Central Organization Department, and completed as scheduled.

3. Establish an expert team for project implementation. Establish an expert team composed of experts in information technology, education and teaching, supervision and inspection. Demonstrate and consult the implementation plan, relevant standards, equipment configuration, equipment installation, education and teaching of the pilot work to ensure that education and teaching are more in line with educational laws and school reality, equipment configuration is scientific and feasible, equipment operation is convenient and perfect, and funds are used more effectively.

4. Actively explore the project operation mechanism. The implementation of the project involves equipment procurement, installation, maintenance, repair and update. It is necessary to actively explore the operational mechanism for the effective implementation of the project, make good use of state special funds, and fully mobilize the enthusiasm of local governments. The pilot work should rely on the market mechanism. In the pilot areas, "seller's credit" can be used. The provincial government will organize public bidding, promote the project construction according to the three model configuration standards, and be fully responsible for the equipment configuration, installation, maintenance and repair of the pilot project. After the normal operation of the equipment, the state will allocate funds by stages according to the proportion of capital investment in the project. All localities should actively explore the establishment of an effective mechanism to ensure the normal operation of modern distance education facilities in rural primary and secondary schools. Local governments at all levels are responsible for the implementation of equipment operation and maintenance funds, and may not apportion them to farmers.

5. Research on organizing teaching methods. The Ministry of Education has selected two national poverty-stricken counties to carry out research and pilot projects of three teaching methods. Education departments at all levels should concentrate on the pilot project, strengthen education and teaching research, develop high-quality education and teaching resources, explore the changes in the presentation of teaching content, students' learning methods, teachers' teaching methods and teacher-student interaction methods, promote the full implementation of quality education in the pilot areas, and effectively promote the curriculum reform of basic education.

6. Strengthen the construction of teachers, technicians and managers. Make full use of modern distance education conditions, strengthen the construction of teachers and technical teams, strive to improve teachers' information technology literacy and teaching ability, comprehensively and continuously improve the education and teaching level of rural primary and secondary school teachers, strengthen management and improve management level. Provincial education administrative departments should formulate training plans for teachers and technical management personnel in various places and insist on training first.

7. Strengthen the construction of educational and teaching resources. Further strengthen the construction of basic education resources, synchronous classrooms and satellite data resources; Education administrative departments at all levels should organize the development and production of high-quality education and teaching resources according to the national curriculum standards, and provide them to project schools free of charge; Encourage enterprises and all sectors of society to actively participate in the research and development of quality education and teaching resources, require textbook publishing units to produce or organize the production of teaching CD-ROM supporting materials, and promote the diversification of sources of quality education and teaching resources.

8. Evaluation of pilot projects. In the second half of 2004, according to the progress of the pilot project, the three ministries and commissions will carry out joint research in a timely manner, sum up the experience of the project construction mode, technology allocation, investment benefit and application effect, and appropriate operation and management mechanism, and on this basis, jointly study and put forward the planning opinions for the next step of implementing the distance education project in rural primary and secondary schools, and submit them to the State Council for approval.
