Measures of Xinjiang Uygur Autonomous Region on Education Supervision
Article 1 In order to strengthen and standardize educational supervision, ensure the implementation of educational laws and regulations and promote the development of education, these Measures are formulated in accordance with the provisions of the Education Law of the People's Republic of China and the actual situation of the autonomous region. Article 2 The term "educational supervision" as mentioned in these Measures refers to the activities of the people's governments (administrative offices) of autonomous regions, prefectures, cities and counties (cities, districts) to guide, supervise, inspect and evaluate the educational work within their respective administrative areas according to law. Article 3 The objects of educational supervision are the relevant departments of the people's government at the same level, the people's governments at lower levels and their educational administrative departments, schools at all levels below the secondary level and other educational and teaching institutions (hereinafter referred to as supervised units). Article 4 Educational supervision shall be conducted in accordance with the law and adhere to the principles of seeking truth from facts, objectivity and fairness. Fifth education supervision shall not affect the normal education and teaching activities of the school.

Matters belonging to the inspection and evaluation of educational supervision institutions, the administrative department of education shall not repeat the inspection and evaluation; Schools have the right to refuse inspection and evaluation activities in violation of these measures. Article 6 The educational supervision institutions of the people's governments at or above the county level shall be responsible for the educational supervision within their respective administrative areas on behalf of the people's governments at the corresponding levels, and accept the professional guidance of the educational supervision institutions at higher levels. Seventh main tasks of education supervision institutions:

(a) overall planning, organization and implementation of education supervision work, formulate the system of education supervision work, and guide the work of education supervision institutions at lower levels;

(two) to guide, supervise and inspect the relevant departments of the people's government at the same level and the people's governments at lower levels and their education administrative departments to receive education laws and regulations;

(three) to evaluate the direction, efficiency and quality of education and teaching of schools and other educational institutions at all levels and below the secondary level within their respective administrative areas;

(four) to supervise, inspect and evaluate the work of compulsory education, literacy education and quality education;

(five) to investigate and study the key issues in education, report the situation to the people's government at the corresponding level, and make suggestions to the administrative department of education;

(six) to handle other matters assigned by the people's government at the same level. Article 8 Educational supervision includes inspectors, deputy inspectors, full-time (part-time) inspectors and specially invited inspectors. The chief inspector and deputy chief inspector shall be appointed by the people's government at the corresponding level; Full-time inspectors are appointed by the people's government at the corresponding level and issued with employment certificates.

The people's governments at or above the county level may, according to the needs of educational supervision, employ part-time inspectors or specially invited inspectors, and the people's governments at the corresponding levels shall issue employment certificates.

Part-time inspectors and special inspectors have the same authority as full-time inspectors. Article 9 Educational supervisors shall meet the following conditions:

(a) adhere to the party's basic line and love the cause of socialist education;

(two) familiar with education laws, regulations and rules, with a high level of policy;

(3) Having a college degree or above, or having the title of senior teacher in primary and secondary schools, or having been engaged in education and education management for more than 10 years, and having the corresponding working ability;

(four) law-abiding, honest, objective and fair, honest and self-disciplined;

(5) good health. Article 10 Educational supervisors shall receive professional training in educational supervision. Eleventh education supervisors in the performance of education supervision official duties, and the supervised unit has one of the following interests, should be avoided:

(a) the spouse or child holds a leading position in the supervised unit;

(two) transferred from the supervised unit for less than three years;

(3) Having other interests with the supervised unit. Twelfth education supervision is divided into comprehensive supervision, special supervision and follow-up supervision.

Comprehensive supervision refers to the comprehensive and systematic guidance, supervision, inspection and evaluation of the educational work of the supervised unit in a planned way.

Special supervision refers to activists who guide, supervise, inspect and evaluate the educational work of the supervised units in a planned way.

Follow-up supervision refers to the irregular visits to the supervised units to understand the situation, and the feedback investigation on the supervision effect after comprehensive and special supervision. Thirteenth education supervision institutions to carry out comprehensive supervision and special supervision in accordance with the following procedures:

(a) to formulate a supervision plan or supervision outline, and notify the supervised unit before the implementation of supervision;

(two) to guide the supervised units to conduct self-examination;

(3) Organizing supervisors to inspect and evaluate the supervised units;

(four) put forward supervision opinions to the supervised unit and inform the supervision results. Fourteenth follow-up supervision should be carried out in accordance with the arrangements of educational supervision institutions. Educational supervisors shall obtain the consent of the person in charge of the educational supervision institution in advance to carry out follow-up supervision on their own. Fifteenth education supervision can be carried out in the following ways:

(a) listen to the report;

(two) access to relevant documents, files and other information;

(three) to participate in relevant meetings and educational and teaching activities;

(4) Hold symposiums, individual interviews and questionnaires. Sixteenth education supervision institutions and education supervisors shall exercise the following functions and powers in education supervision according to law:

(a) to put forward suggestions on rewards and punishments to the competent authorities for the education work of the supervised units and their leading cadres;

(two) to stop the supervised unit from violating the relevant national education laws, regulations, rules and policies or to make suggestions to the relevant departments;

(three) found to endanger the personal safety of teachers and students, infringe on the legitimate rights and interests of teachers and students, disrupt the normal teaching order and other acts. To immediately stop, and instructed the competent authorities to deal with;

(four) to reflect the situation to the people's government at the same level and its education administrative departments and higher education supervision institutions, and put forward opinions and suggestions.
