I. Working principles

(1) Adhere to the rule of law.

Strictly implement the compulsory education law, the law on the protection of minors, the law on the promotion of private education and other laws, implement the management standards of compulsory education schools, implement the requirements of the Provincial Department of Education on guiding private schools with more applicants than the enrollment plan to enroll students by computer random allocation, adhere to the idea of "deepening reform, consolidating achievements, continuous improvement, fairness and justice", guarantee the autonomy of private schools in accordance with the law, and further improve the level of running private schools in our city.

(B) adhere to the district-oriented

Compulsory education enrollment is managed by "overall planning at the municipal level, with counties (districts) as the mainstay", and the enrollment of private junior high schools within the jurisdiction is specifically organized and implemented by the district and county education bureaus, Xixian New Area Education and Sports Bureau (Fengdong New Town Education Bureau), International Port Education and Health Bureau and High-tech Zone Education Bureau (hereinafter referred to as "District and County Education Bureau").

(three) adhere to the exemption of admission

Admission without examination is the right given by law to all school-age children and adolescents to receive compulsory education. It is the basic principle of compulsory education and applies to all schools that implement compulsory education.

(D) adhere to the planning guidance

The enrollment plan of private compulsory education schools shall be compiled by the county-level education administrative department at the place of examination and approval according to the conditions of running schools, teachers and other factors, and according to the ministerial class size standard (no more than 50 students per class in junior high school). Approved by the Municipal Education Bureau, issued by the school, and announced to the public.

(5) Adhere to fairness and openness.

Open the enrollment plan, enrollment plan, enrollment conditions, enrollment procedures, enrollment results and consultation methods to the public in a timely manner, and implement sunshine enrollment. Establish and improve the supervision and reporting system, fully accept social supervision, and ensure fair and open enrollment.

Second, recruit students.

Junior high school enrollment in private schools in our city adopts the enrollment method of "computer random allocation+interview". Schools that enroll more students than the enrollment plan enroll students through a combination of computer random allocation and interview, and the ratio of computer random allocation to interview enrollment is 4:6. Private schools with enrollment less than or equal to the enrollment directly enroll all students. All private schools in the city strictly implement the Notice of Xi Education Bureau on Prohibiting Illegal Enrollment of Compulsory Education Private Schools (No.2065175 of the Municipal Education Bureau), enroll students in strict accordance with the enrollment plan approved by the Municipal Education Bureau, synchronize with public schools, and do not choose students in advance in any form, nor cross-city enrollment, so as to resolutely prevent any impact on the enrollment order of students.

(1) Policy and information release

1 year On April 26th, the Municipal Education Bureau announced the Junior High School Enrollment Work Plan of Xi Private Schools.

2. On May 6th, the Education Bureaus of all districts and counties published the Implementation Plan for Junior High School Enrollment of Private Schools and the Implementation Rules for Self-enrollment of Junior High Schools in Districts, Counties and Development Zones on the portals of their governments and administrative committees. The detailed rules for the implementation of independent enrollment of junior high schools in private schools shall be published simultaneously on the school portal website or WeChat official account after being approved by the local education administrative department.

On March 5 10, the municipal education bureau announced the junior high school enrollment plan of private schools on the portal website.

(2) Registration conditions

Primary school graduates who are willing to choose private schools and bear the tuition fees of private schools, and have Xi 'an household registration [3/kloc-0] or Xi 'an student status; The foreign household registration policy stipulates the admission of students. See the Notice of Xi Education Bureau on Doing a Good Job in Compulsory Education Enrollment (No.50 [20 19]) for details.

(3) Qualification examination and registration

Every student must pass the qualification examination before registering. According to the principle of "who examines, who signs and who is responsible", the district and county education bureaus shall formulate the qualification examination methods and organize their implementation.

Each student can only enroll in one private school and register online. Students who log on to Xi compulsory education enrollment management platform (website:) or WeChat official account (xaywjy) according to the information contained in the registration form must upload a recent one-inch bareheaded photo (see Annex 2 for details).

Time for qualification examination and online registration: 8: 00 on May 20th to 3 1 on May 30th, 18:00. Registration will no longer be accepted after online registration.

The education bureaus of all districts and counties announced the number of applicants for private schools on June 1 day 12: 00 through the Xi compulsory education enrollment management platform and WeChat official account.

(4) Admission

Private schools that enroll more students than the enrollment plan adopt a combination of computer random allocation and interview to enroll students. Private schools with enrollment less than or equal to the enrollment directly enroll all students.

1. Computer random allocation.

Computer random allocation is organized and implemented by the district and county education bureaus, and centralized in the same place within the jurisdiction (see Annex 3 for details).

Computer random allocation time: the whole city starts on June 3rd 10:00.

2. Interview.

Students who have signed up for junior high school enrollment in private schools but have not been randomly assigned by computers and are willing to participate in school interviews should log in to Xi 'an compulsory education enrollment management platform or WeChat official account for the second time, apply for an interview in the original enrollment school and print interview vouchers. The students themselves come to the school for an interview with the interview voucher.

Interview method: the interview is conducted by talking, and group activities can be explored according to the actual situation. Any form of examination or disguised examination is not allowed, and the content of "Olympic Mathematics" is strictly prohibited. (See Annex 4 for details)

Time to apply for an interview and print the interview voucher: June 6th, 8: 00-June 10 18:00.

Announcement on the number of applicants for interview: The education bureaus of all districts and counties announce the number of applicants for interview in private schools through the Xi compulsory education enrollment management platform and the official WeChat account11June 12:00.

Interview time: June1May-June 19.

Announcement of interview results: The district and county education bureaus will announce the interview admission list through the Xi compulsory education enrollment management platform and WeChat official account before June 20th 12:00.

(5) Supplementary records

After the work of "computer random allocation+interview" for junior high school enrollment in private schools, schools with remaining enrollment plans can implement supplementary enrollment. For the supplementary recording method, please refer to the Implementation Measures for Supplementary Recording of Xi Private Schools' Junior High School Enrollment Surplus Enrollment Plan (Annex 5).

(6) Other matters.

Students who have not been enrolled in junior high schools run by the local people will be enrolled by the district and county education bureaus before June 30th in accordance with the Notice of Xi Education Bureau on Doing a Good Job in Enrollment in Compulsory Education (An Education [2019] No.50). Students who have been admitted to junior high schools in private schools are not allowed to give up their degrees at will without special reasons.

School-age children of high-level talents recognized by the Office of the Leading Group for Talent Work of the Municipal Party Committee are enrolled in accordance with the Measures for the Implementation of Education for Children of High-level Talents in Xi (17).

Private schools in junior high school enrollment work, shall not charge any fees to students.

Third, the job requirements

(A) to strengthen organizational leadership

Education bureaus in all districts and counties should attach great importance to junior high school enrollment in private schools, earnestly strengthen leadership, improve measures and implement responsibilities. Formulate a scientific and reasonable implementation plan, and organize the implementation after approval by the Municipal Education Bureau to ensure strictness.

The education departments of other development zones should cooperate with the district and county education bureaus to do relevant work, and be responsible for explaining the junior high school enrollment policy of private schools in this area.

(2) standardize work management

1. Establish a credit system. The education bureaus of all districts and counties should sign a letter of commitment with the private schools in their respective jurisdictions, requiring them to make a public commitment to the society. Schools and individuals who violate the rules and trust should be corrected in time, and the responsibility should be investigated according to the seriousness of the case.

2. Consolidate key tasks. Strict planning and management. The Municipal Education Bureau approved the junior high school enrollment plan of private schools in the city and announced it to the public, and the district and county education bureaus and private schools strictly implemented it. Standardize the management of student status. Private schools should establish electronic student status files for freshmen in strict accordance with the admission list, which will be audited by the district and county education bureaus and uniformly entered into the student status database with the approval of the Municipal Education Bureau.

3. Serious enrollment discipline. Earnestly achieve the "six prohibitions". It is strictly forbidden to enroll students in any other way except computer random allocation and interview. It is strictly forbidden to organize or jointly organize various examinations with social training institutions for the purpose of selecting students, or adopt various examination results organized by social training institutions themselves. It is not allowed to organize enrollment in advance or entrust a third party to organize independent enrollment. It is strictly forbidden to enroll students beyond the plan. It is strictly forbidden to take all kinds of competition certificates, Olympic mathematics and other disciplines as the basis for enrollment; Special students may not be organized to enroll students. It is strictly forbidden to separate nationality, hang up one's student status, forge one's student status, etc., and it is not allowed to transfer illegally. It is strictly forbidden to charge any fees other than those approved by the price department.

(3) Improve the emergency mechanism.

The education bureaus of all districts and counties should study and analyze the enrollment situation of private schools in their respective jurisdictions one by one, scientifically judge the unstable factors that may occur in the enrollment work, improve the emergency mechanism, improve the emergency plan, and timely discover and properly handle the problems of signs and tendencies. Implement the main responsibility for the safety and stability of junior high school enrollment in private schools, and guide them to effectively strengthen the investigation of contradictions and risk resolution.

(4) Strengthen accountability for discipline.

Education bureaus in all districts and counties should improve the enrollment management measures. During the enrollment period, it is necessary to open the enrollment policy to the public in a timely manner through various forms, establish and improve the supervision and reporting system, publicize the enrollment scope, enrollment plan and enrollment results in a timely manner, improve the investigation mechanism for illegal enrollment, unblock the channels for reporting and accepting complaints, and actively accept social supervision. It is necessary to improve the accountability mechanism for investigating and handling illegal enrollment, and organize school-by-school investigations after enrollment. The Municipal Education Bureau will conduct a special inspection, and the Disciplinary Committee of the Municipal Education Bureau will supervise the whole process. The Municipal Commission for Discipline Inspection will be stationed in the Discipline Inspection Team of the Municipal Education Bureau to conduct inspections according to discipline. Focus on the investigation of schools that have had illegal enrollment, promptly correct and seriously investigate and deal with all kinds of illegal enrollment behaviors. Schools that recruit students and run schools in violation of regulations should be interviewed and informed criticism according to the seriousness of violations, and the relevant personnel should be held accountable. Measures such as restricting the application for tree evaluation and reducing enrollment plans can be taken, and the responsibility of relevant schools and competent departments can be investigated; For schools with serious violations and serious social impact, enrollment can be stopped according to the circumstances until the school license is revoked. The municipal and district education supervision departments shall incorporate the enrollment work of private schools into the daily supervision scope of responsible inspectors, and supervise the implementation of enrollment policies in a timely manner. The illegal enrollment behavior that has caused adverse social impact is included in the supervision of the Municipal Education Bureau, and the relevant districts and counties (development zones) are instructed to seriously investigate and hold accountable.

(5) Strengthen publicity.

Education bureaus in all districts and counties should attach great importance to it and strengthen public opinion propaganda and policy interpretation. Guide the public and parents of students correctly through various channels, systematically understand the laws, regulations and policies of junior high school enrollment in private schools, and fully understand the ways, methods and specific requirements of independent enrollment in private schools. Actively strive for the support and understanding from all walks of life, and create a good atmosphere for junior high school enrollment in private schools. ;
