Measures for the administration of student financial assistance funds
The Measures for the Administration of Student Financial Assistance aims to standardize and strengthen the management of student financial assistance, improve the efficiency of the use of funds and ensure the smooth development of financial assistance; It was jointly formulated by the Ministry of Finance, the Ministry of Education, Ministry of Human Resources and Social Security, the Ministry of Veterans and the Ministry of National Defense Mobilization of the Central Military Commission in accordance with relevant laws and regulations, and was released on April 19, 2009, with 29 articles in total, and shall come into force as of the date of promulgation. Student aid funds refer to the funds arranged by the central government for the implementation of national aid policies such as higher education (including junior college students and postgraduate education), secondary vocational education and ordinary high school education, including national scholarships, national inspirational scholarships, academic scholarships, national grants, subsidies for exemption (miscellaneous fees), national education subsidies for military service, tuition compensation funds for grassroots employment, and national student loan awards.

First, the basic application conditions for national grants:

1, love the motherland and support the leadership of China * * *;

2. Abide by the Constitution and laws, and abide by school rules and regulations;

3, honest and trustworthy, excellent moral quality;

4. Study hard and make positive progress;

5. The family has financial difficulties and lives frugally.

Two, the following college students do not enjoy the national education funding for college students to enlist for military service:

1, students who are exempted from all tuition fees by other means during their school days;

2. Orientation students (except for the orientation training of non-commissioned officers), commissioned students and national defense students;

3, other students who do not belong to compulsory military service or recruit non-commissioned officers.

Legal basis: Article 1 of the Measures for the Administration of Student Financial Assistance is formulated in accordance with the Budget Law of the People's Republic of China (the State Council's Opinions on Establishing and Perfecting the Financial Assistance Policy System for Students from Poor Families in Higher Vocational Colleges and Secondary Vocational Schools) (Guo Fa (No.2007J13)) and other documents and relevant provisions of budget management.
