Article 2 The popularization of nine-year compulsory education in the whole province is divided into two stages: universal primary education and junior high school education.

On the basis of popularizing primary education, we must continue to consolidate and improve it.

Popularizing primary and secondary education can be carried out in different regions, step by step and by stages. 1992 is basically completed. The specific planning is determined by the provincial people's government. Encourage enterprises, institutions and social forces to run various schools in accordance with the basic requirements stipulated by the state. Article 8 The establishment, merger or closure of a school shall be approved by the education department of the county (city or municipal district).
