Improve the evaluation mechanism, put the publicity and education of the rule of law and governance according to law into the comprehensive evaluation system, and turn the "soft task" of popularizing the law into a "hard index". Four teams, namely, legal education instructor, legal education liaison officer, vice president of legal system and legal service team, have been carefully built, and a huge rural legal publicity and education team composed of people mediators, village "two committees" cadres, old teachers, veteran cadres and university student village officials has been formed, covering the whole county.

At the same time, the long-term mechanism of rule of law education has been gradually formed by incorporating the content of rule of law education into the school culture learning curriculum. At the level of enterprise managers and migrant workers, lawyers, notaries and grassroots legal service personnel are regularly organized to go deep into enterprises and factories to provide legal knowledge lectures and legal consulting services for the majority of managers and migrant workers, which effectively enhances the legal awareness of managers and migrant workers to operate according to law and creates a strong corporate culture of rule of law; The Legal Service Center of the County Federation of Industry and Commerce (General Chamber of Commerce) was established to provide "legal physical examination" services for all enterprises in the county, help prevent and avoid legal risks and loopholes, and provide legal protection for the healthy, scientific and sustainable development of enterprises.

On the basis of rural farmer's bookstores, actively intervene and guide farmer's bookstores to set up legal corners, strengthen the management and classification of all kinds of legal books, and gradually promote the construction of legal bookstores; The rule of law publicity column was set up in yujiang county County Daily, and a short message platform was set up to publicize and promote the highlights and special work of the rule of law publicity and education, which achieved good results. Based on the principle of "pilot first, typical cultivation, point-to-point and overall promotion", 60 demonstration sites of "yujiang county County ruled by law" were established in the county, covering 8 different types of units such as towns, institutions, schools, enterprises, villages and communities, and a number of advanced units with high reputation, good reputation and strong promotion were cultivated. Two, the rule of law publicity and education problems and reasons
This year is the last year of the implementation of the sixth five-year law popularization plan. Looking back on the publicity and education of the legal system for the whole people in the past 30 years, the achievements are obvious to all. However, problems still exist, such as common old problems that have been followed for a long time, new problems that have emerged with the development of the economic and social situation, and problems in ideological understanding and institutional mechanisms. No matter what the problem is, it must be faced and solved.
(1) There are deviations in ideological understanding.
After more than 30 years, the inertia thinking of "emphasizing economic construction and neglecting legal education" has not been fundamentally changed. A few leaders pay insufficient attention to their thoughts and lack consciousness in their actions. They often say that talking is important, but doing is secondary. They don't want to be busy. They believe that the publicity and education of the rule of law has been going on for 30 years, and the popularization of laws and regulations is enough. There is no need to go on. This will be a form and will not have any effect. There are also weak awareness of learning methods and usage, which is particularly prominent in the law popularization examination. The phenomenon of substituting examination for examination is common, and the concept of examination discipline is diluted; A few grassroots cadres even have a wrong ideological tendency, thinking that the masses have learned enough legal knowledge. If they learn too much, it is not conducive to the development of grassroots work, and mass work will become more and more difficult. Therefore, the enthusiasm for sending laws and policies is not high, and more is perfunctory.
(2) The working mechanism is not perfect.
Generally speaking, the guarantee mechanism of county-level publicity and education on the rule of law is relatively sound and perfect, but there are still various problems in different degrees in towns, institutions and departments, and there is a general lack of necessary guarantee mechanisms and measures. For example, some funds for popularizing the law are not in place and there is no money to print and distribute publicity materials on the rule of law; Some organizations are not perfect, and no one does the specific work; Some just issued documents, did not check the implementation, and the work became a mere formality, and so on. The existence of these problems has seriously affected the continuous and in-depth development of publicity and education on the rule of law. In addition, the evaluation mechanism of rule of law publicity and education is not scientific enough. It is often based on how many meetings, activities and materials have been held, without considering whether the form and effect can be organically unified and whether the efficiency can be maximized. At the same time, the score in the annual comprehensive evaluation score is too small to attract the attention of the main leaders, resulting in insufficient publicity and education on the rule of law.
(3) The propaganda mode is still relatively old.
At present, the way of publicity and education of the rule of law in Jiangxian County is still relatively backward, mainly using traditional media such as making billboards, distributing leaflets, hanging banners and posting slogans. The necessary publicity facilities for the rule of law are not complete, and modern new propaganda methods are not widely used. In the study of the content of publicity and education on the rule of law, we mainly study the books on the popularization of law published by provinces and cities, most of which are theoretical knowledge of the rule of law, which is too rigid and boring to remember and understand, and the enthusiasm for learning law is not high. From the perspective of leading cadres and ordinary civil servants, many people don't even know what laws were popularized during the Sixth Five-Year Plan period, and they have little time to learn legal knowledge. There is still a lack of effective publicity methods for migrant workers, migrant workers, floating population and other special groups, and there are many blind spots and dead ends. A large number of petitions and mass incidents caused by ignorance of the law have seriously affected the harmonious and stable development of the county's economy and society.
(4) The strength of the team is still relatively weak.
The county leading group for governing the county according to law is the leading organization of publicity and education on the rule of law in the county, and its office is located in the county judicial bureau. Because it is a temporary organization, only the staff of the legal publicity unit of the county judicial bureau are really engaged in the publicity and education of the rule of law. There are too many part-time jobs, heavy tasks and great pressure, and it is often difficult to carry out the work in depth. From the perspective of organs, institutions and departments, although most of them are in charge of leaders and liaison officers, there are basically no personnel specializing in the publicity and education of the rule of law, with frequent personnel changes and discontinuous work. Even a few leaders and liaison officers are not in charge. When you meet the inspection, you are in a hurry, cramming for the last minute and dealing with it. From the perspective of grass-roots organizations such as villages and communities, the cadre office of village (neighborhood) committees is the main body of publicity and education on the rule of law. However, due to the complexity of grass-roots affairs, small number of people, limited energy and low legal quality, most grass-roots cadres are reluctant to carry out publicity and education on the rule of law, which is only a formality and has little effect.
Three, some suggestions on strengthening the publicity and education of the rule of law
(a) change the concept of work, actively adapt to the new situation of the rule of law publicity and education.
The "Decision" adopted by the Fourth Plenary Session of the 18th CPC Central Committee emphasized that publicity and education on the rule of law should be carried out in depth. The important expression of replacing "legal system" with "rule of law" has gone through more than 30 years of exploration and practice, which indicates that the publicity and education of the rule of law will move from the popularization of legal knowledge to the cultivation of belief in the rule of law. The publicity and education of the rule of law should not only publicize the legal system and legal knowledge, but also publicize the practical education of legislation, law enforcement, judicature and law-abiding. More importantly, it should strengthen the cultivation of the concept and spirit of the rule of law and highlight the cultivation of the ability to think and apply the rule of law. Therefore, the traditional "old-fashioned" propaganda methods such as street consultation, distributing materials and setting up exhibition boards can no longer meet the needs of the development of the rule of law situation. We must change our working concept, accurately grasp the responsibility and mission of the publicity and education of the rule of law in promoting the comprehensive rule of law, and pay attention to people-oriented. Taking safeguarding, protecting and developing the fundamental interests of the broad masses of the people as the starting point and the end result of the work, we will comprehensively expand the publicity and education on the rule of law to the whole process of law enforcement, justice and law-abiding in the county, creatively carry out publicity and education on the rule of law, continuously carry forward the spirit of the rule of law, enhance the legal quality and concept of the whole people, and better play the basic role of publicity and education on the rule of law in comprehensively promoting the construction of the rule of law.
(two) to strengthen organizational leadership, improve the legal publicity and education guarantee mechanism.

Give full play to the advantages of professional law, extensively carry out activities such as rule of law publicity, legal lectures and rule of law training, and deeply apply the concept and thinking of rule of law to all aspects of economic and social production and life. Second, it is necessary to enhance the innovative ability and consciousness of the rule of law publicity and education team, creatively combine the rule of law publicity and education with legal services, people's mediation, law enforcement and judicial culture construction, fully occupy the publicity position of the rule of law, guide the public opinion orientation of the rule of law, and continuously improve the affinity, appeal and penetration of the publicity and education work of the rule of law. Third, it is necessary to enhance the overall quality of the law enforcement and judicial team, further tighten the work discipline, improve the law enforcement and judicial environment, and convey the positive energy of social rule of law, so that the broad masses of the people can feel the warmth of the sunshine of the rule of law and consciously learn, abide by the law and use it.
