Chapter I Article 1 These Provisions are formulated in order to ensure the enrollment quality of freshmen in adult higher education, promote the reform and development of adult higher education, and make the enrollment work of various adult higher education institutions better adapt to the new situation of establishing a socialist market economy. Article 2 All kinds of adult colleges and universities mentioned in these Provisions include radio and television universities, staff universities, farmers' colleges, management cadre colleges, education (teacher training) colleges, independent correspondence colleges and ordinary colleges and universities that implement undergraduate and junior college education in the form of correspondence departments, evening universities, teachers' classes and full-time adult classes. Article 3 The enrollment plans of various adult colleges and universities shall be incorporated into the national adult higher education career plan in accordance with relevant regulations and examination and approval procedures before enrollment. Article 4 All kinds of adult institutions of higher learning implement unified enrollment nationwide. The State Education Commission promulgated the outline of the reexamination examination, organized the examination questions in a unified way, determined the examination time, formulated the grading standards for examination papers, examined and issued the minimum control scores for enrollment in all provinces, autonomous regions and municipalities directly under the Central Government. Article 5 The enrollment departments of adult higher education in all provinces, autonomous regions and municipalities directly under the Central Government organize enrollment examinations, and enrollment schools organize enrollment. Article 6 Under the leadership of the people's governments at all levels, the relevant education administrative departments should strengthen their leadership and support for the enrollment work and create conditions for the smooth progress of the enrollment work. Chapter II Admissions Institutions and Their Responsibilities Article 7 All provinces, autonomous regions, municipalities directly under the Central Government and their subordinate cities (prefectures) and counties (cities, districts) shall, under the leadership of people's governments at all levels or provincial admissions committees, establish and improve permanent adult enrollment offices, determine the necessary staffing, equip corresponding personnel, provide necessary office conditions and gradually create conditions to realize computer management; The relevant ministries and commissions in the State Council should be equipped with stable adult higher education enrollment staff; All kinds of adult colleges and universities should set up enrollment offices with full-time cadres. Article 8 The State Education Commission is in charge of the enrollment of all kinds of adult colleges and universities in China, and its responsibilities are:

(a) to formulate policies and work rules for the enrollment of various adult colleges and universities;

(2) Examining, coordinating and distributing the enrollment plans for adult higher education and undergraduate and "higher vocational classes" in the State Council according to the determined career plan, institutions affiliated to relevant ministries and commissions, institutions directly under the State Education Commission and local institutions (across provinces, autonomous regions and municipalities directly under the Central Government);

(3) Organizing unified entrance examinations for all kinds of adult colleges and universities nationwide;

(four) to guide and inspect the implementation of the national unified enrollment of adult colleges and universities in all provinces, autonomous regions and municipalities directly under the central government;

(five) organize or urge the relevant departments to investigate and deal with major issues in the entrance examination, and protect the legitimate rights and interests of candidates and admissions staff;

(six) to organize scientific research on the entrance examination, guide the reform of the entrance examination, train relevant personnel and carry out propaganda work. Article 9 The enrollment departments of adult colleges and universities in all provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for:

(a) to implement the principles, policies and working rules of the State Education Commission on the enrollment of all kinds of adult colleges and universities, and formulate specific implementation measures according to the enrollment plan issued and the actual situation in the region;

(2) compiling and publishing the professional catalogue of enrollment, organizing candidates in the local area to register and be responsible for reviewing the qualifications of candidates, and organizing examinations, marking papers, admission and physical examination;

(three) to organize the implementation of various adult colleges and universities enrollment reform pilot work;

(four) to protect the legitimate rights and interests of candidates and admissions staff, and to investigate and deal with violations of discipline and fraud;

(five) to examine and approve the list of new students proposed by the school, provide the relevant data of the graduates of adult higher education in that year to the State Education Commission according to the list of new students admitted over the years, and assist the organization to do a good job in the examination and issuance of annual graduation certificates;

(six) to organize and urge the enrollment schools to review the freshmen admitted;

(seven) to carry out the publicity and scientific research work of the entrance examination. Article 10 The recruitment agencies of relevant ministries and commissions in the State Council are responsible for:

(a) to implement the policies and work rules of the State Education Commission on the enrollment of various adult colleges and universities;

(two) according to the enrollment plan approved by the State Education Commission, the enrollment plan of schools across provinces, autonomous regions and municipalities directly under the central government;

(three) according to the needs of the relevant provinces, autonomous regions and municipalities directly under the central government designated agencies;

(four) put forward suggestions for the reform of the entrance examination, and assist in organizing the implementation of the enrollment reform project approved by the State Education Commission;

(five) to organize and coordinate the enrollment of new students in this school;

(six) to carry out the entrance examination research. Eleventh all kinds of adult colleges and universities are responsible for enrollment:

(a) the implementation of the policies, working rules and supplementary provisions of the State Education Commission on enrollment by the enrollment departments and school authorities of adult colleges and universities in the provinces, autonomous regions and municipalities directly under the Central Government where the school is located;

(two) the implementation of the enrollment plan and submit a list of new students to the admissions departments of adult colleges and universities in provinces, autonomous regions and municipalities directly under the central government, and issue admission notices to candidates after examination and approval;

(3) Review the admitted freshmen;

(four) other work that should be completed by the admissions school. Chapter III Enrollment Plan and Student Source Plan Article 12 The enrollment plan of adult higher education adopts a management system of national macro-guidance, total regulation, central provincial and ministerial level management and graded responsibility. All regions and departments shall formulate enrollment plans according to the talent demand, school conditions and the principle of ensuring enrollment quality, and report them to the State Education Commission, which shall be responsible for examining and determining the enrollment plans of various adult higher education in all regions and departments.

The education plan management departments of all localities and departments are responsible for compiling the enrollment plans of their respective schools.

Schools that meet the requirements of Article 2 shall submit their enrollment plans and student plans to the Education (Higher Education) Planning Department of all provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans or the Education Department (bureau) of relevant ministries and commissions in the State Council according to the spirit and requirements of the State Education Commission on the preparation of annual adult higher education career plans. The enrollment of TV normal education in normal universities is included in the enrollment plan of local radio and TV universities.
