Different types of newspapers have different levels of editor-in-chief, so we can't generalize. Newspapers directly under Publicity Department of the Communist Party of China, such as People's Daily, have vice-ministerial presidents and vice-ministerial editors (or editors-in-chief). Party newspapers in all provinces and municipalities directly under the Central Government shall have directors at the director level and deputy chief editors (or chief editors). The president of the municipal party newspaper where the provincial capital is located is the deputy department level, and the chief editor (or editor-in-chief) is the director level. Party newspapers in prefecture-level cities have directors at the level and editors at the deputy level.
