Cities under separate state planning: one of the administrative names of People's Republic of China (PRC) (China). The revenue and expenditure of cities under separate state planning are directly linked to the central government, which is divided into two parts: central finance and local finance, and need not be turned over to provincial finance. There are five cities under separate state planning in China, namely Dalian, Qingdao, Ningbo, Xiamen and Shenzhen.

They enjoy provincial economic power. It is impossible to set provincial capital cities as cities with separate plans, because all provincial capital cities with separate plans have been cancelled one after another, leaving only five non-provincial capital cities: Xiamen, Ningbo, Qingdao, Shenzhen and Dalian. Although it is at the same level as other 10 provincial capital cities, it is conceptually different.

The administrative level of the mayor of a city under separate state planning is the sub-provincial (ministerial) level. Directors of the Municipal Party Committee, Government, People's Congress and CPPCC are appointed by the State Council and the Central Organization Department.
