Article 1 These Measures are formulated in accordance with the Compulsory Education Law of People's Republic of China (PRC) and the actual situation of our province. Article 2 All children who have reached the age of six, regardless of gender, nationality or race, should enter school at the beginning of the new school year and receive compulsory education for a specified number of years.

Areas where seven-year-old or six-and-a-half-year-old students enter school can gradually transition to six-year-old students. School-age transition must be approved by the education department of the county (District) people's government. Article 3 Compulsory education must implement the educational policy of the state, so that children and adolescents can develop in an all-round way in moral, intellectual and physical aspects, and lay a foundation for improving the quality of the whole nation and cultivating talents with ideals, morality, culture and discipline for socialist construction.

People's governments at all levels should adhere to the overall quality standards of compulsory education and strengthen leadership over education reform. Education authorities and schools must correct their educational ideas, actively carry out educational and teaching reforms, and strive to improve the quality of education.

Schools should promote the use of Putonghua, which is commonly used throughout the country. Article 4 To implement compulsory education, we must first consolidate the achievements of popularizing primary education, improve the popularization degree and education level, and popularize primary secondary education (including primary vocational and technical education) on the basis of popularizing primary education with good quality and quantity.

Nine-year compulsory education should be based on the reality of our province, adjust measures to local conditions, and be implemented by regions and steps. It will be realized in 1990 areas with relatively developed economy and culture, 1992 areas with medium economic and cultural development, and 1995 areas with weak economic and cultural foundations. People's governments at all levels shall, according to the local economic and cultural development, formulate plans and specific steps for the implementation of compulsory education in their respective regions. Fifth compulsory education system before the state stipulates the basic education system, allowing a variety of educational systems to coexist, that is, the "six-three" system of six years of primary school and three years of junior high school; Five years in primary school and four years in junior high school; Nine-year program. In a certain period of time, we can also implement a transitional educational system of five years in primary school and three years in junior high school. Without the approval of the education authorities at or above the county (district), the five-year primary school system shall not be transferred to the six-year system. Article 6 The people's governments at all levels shall be responsible for the implementation of compulsory education, and shall implement hierarchical management. The specific responsibilities of hierarchical management shall be formulated by the provincial people's government. Article 7 The people's governments of cities, counties (districts) and townships (towns) shall make unified planning and rational distribution of primary schools and junior secondary schools to ensure that school-age children and adolescents receive compulsory education.

The new school, cancellation, merger, relocation, village primary school by the Township People's government put forward opinions, submitted to the county education department for approval; Rural central primary schools, urban primary schools and junior high schools are put forward by the education department of the county (District) people's government and reported to the people's government at the same level for examination and approval. Article 8 Enterprises, institutions and other social forces are encouraged to actively establish primary schools and junior secondary schools that implement compulsory education. The establishment of such schools must be reported to the education authorities of the local municipal districts, cities and counties without districts, and approved by the people's governments at the same level.

Schools run by enterprises, institutions and other social forces shall, under the unified management of the local people's governments, implement the teaching plans and syllabuses prescribed by the state and use the teaching materials approved by the relevant departments of the state or province. The supplement and training of cultural teachers in these schools should be included in the teacher team construction plan of the education authorities at all levels, and the education authorities at all levels should give guidance in teaching business and support in the supply of teaching instruments. Article 9 The people's governments of provinces, cities and counties shall actively set up special education schools, and ordinary primary schools and junior middle schools may also set up special education classes to enable blind, deaf-mute and mentally retarded children and adolescents to receive compulsory education. The school age of blind, deaf-mute and mentally retarded children can be appropriately postponed.

Schools for blind children are established by provinces and cities as a whole; Deaf schools are set up by cities and counties as a whole; Education for mentally retarded children is planned by the county (district) as a whole.

Children and adolescents with physical defects and disabilities that do not hinder their study should be absorbed into ordinary primary and secondary schools. Article 10 Students receiving compulsory education are exempt from paying tuition fees. In a certain period of time, the school will also charge students miscellaneous fees. The standard of miscellaneous fees shall be formulated by the relevant departments of the provincial people's government. Students from poor families can be exempted from miscellaneous fees.

All localities should set up scholarships for junior high schools and special education schools to help poor students go to school. Eleventh parents or other guardians must make school-age children and adolescents enter school on time and receive compulsory education for a specified number of years.

School-age children and adolescents who need to postpone enrollment, enroll without exams or interrupt their studies due to illness or other special reasons shall be applied by their parents or other guardians, and relevant certificates shall be submitted. Approved by the municipal district where the household registration is located, the municipal education department without districts or the township (town) people's government.

It is forbidden for any unit or individual to recruit school-age children and adolescents who should receive compulsory education to work, do business or engage in other jobs. Twelfth people's governments at all levels and other educational institutions are responsible for raising and ensuring the funds needed for compulsory education.

The growth ratio of financial allocation for compulsory education by the people's governments of provinces, cities and counties should be higher than the growth ratio of recurrent fiscal revenue, and the average education funds should be gradually increased according to the number of students in school. In order to realize the nine-year compulsory education, the proportion of education funds to the total fiscal expenditure should be increased year by year on the existing basis (calculated by the same caliber). Local mobile financial resources should be used to implement compulsory education in an appropriate proportion.

City, county and township (town) people's governments shall, in accordance with state regulations, levy additional education fees in urban and rural areas. Additional education fees shall be collected by the financial and tax departments, and the funds collected shall be mainly used for the implementation of compulsory education.

People's governments at all levels encourage enterprises, institutions, social organizations and individuals to make voluntary donations to aid students.

No unit may raise funds and apportion funds and materials to primary and secondary schools. Schools are not allowed to overcharge parents.

Education departments at all levels should manage and make good use of compulsory education funds. Relevant departments should strengthen supervision and inspection of the use of funds.
