With the approach of the new school year, Beijing, Shanghai, Shenzhen, Chengdu and other cities have accelerated the reform of school districts, implemented measures such as multi-school scribing, quota allocation and teacher rotation, and promoted the fairness of basic education. The reporter's investigation found that school districts in some areas have shown signs of cooling down. The insiders believe that more measures are still needed to continuously expand the coverage of quality education resources, dilute the concept of school district housing, and return education and housing to the standard.

Multi-directional policies to promote the balance of compulsory education

In April this year, Xicheng District, Haidian District and Dongcheng District, which have the most abundant educational resources in Beijing, respectively issued relevant implementation measures for compulsory education, pointing out that the children of families who buy houses after a certain time point should resolutely implement the multi-school scribing policy.

Among them, Haidian has made it clear that families newly registered and obtained real estate licenses after 20 19 1 no longer correspond to one school when applying for admission, but become multi-school scribes; Xicheng District is clear that after July 3, 2020, new houses or household registration will move into Xicheng District from other districts in the city, and they will no longer enroll in this school. All of them will enroll in this school district or adjacent school districts by multi-school dicing.

In Shanghai, policies aimed at further promoting balanced development among schools have also been introduced. On June 5438+ 10 this year, the Shanghai Municipal Education Commission and other departments issued "Guiding Opinions on Further Strengthening the Construction of Personnel Management System for Primary and Secondary School Teachers in Shanghai", which mentioned the key information of promoting the rational flow of principals and teachers and optimizing the allocation of resources for primary and secondary school teachers. In March, Shanghai issued the "New Enrollment Policy". By 2022, every junior high school in Shanghai that doesn't choose students can, in principle, get the quota allocated by the city's high-quality senior high schools, ensuring inter-school equality to the maximum extent.

The reporter noted that in addition to a series of policies to promote the quality and balance of compulsory education, relevant departments in several cities are also making efforts to rectify the illegal propaganda and speculation of housing prices in the name of school districts. Beijing, Chengdu, Shijiazhuang, Nanjing and other cities have launched actions to control false and illegal advertisements in the real estate field. In April this year, the Beijing Municipal Commission of Housing and Urban-Rural Development, together with relevant departments, carried out special law enforcement inspections in areas where housing prices rose rapidly, such as Wanliu in Haidian District, Cuiwei, Desheng in Xicheng District, Financial Street, and the crossroads in Dongcheng District, in response to the speculation of school districts by real estate agents. Six shops that speculated on school districts, including Lianjia and I Love My Family, were closed for rectification.

Yan Yuejin, research director of the think tank center of Yiju Research Institute, said that the school district housing is the leader of every round of property market in recent years, and the hype is obvious, which is detrimental to education equity. At present, the regulation of the property market is becoming more and more microscopic and accurate, and the signal transmitted by this round of "directional regulation" for school districts is very obvious. It is of positive significance to crack down on the speculation of school districts and cool down the high-priced school districts to promote the fair and balanced education resources.

Housing prices in some urban school districts have loosened.

According to the data of relevant institutions, in recent months, except in March and April, the transaction volume of second-hand houses in Xicheng District was basically around 1 10,000 sets. 1 1 In the school district, the average price of second-hand houses in Desheng, Yuetan and Financial Street is the highest, and the price of a 60-square-meter old house in the 1980s is about 6,543,800 yuan.

"If the housing is no longer clearly linked to the high-quality school district, then the price of the top school district with excellent quality in the past will be lowered in a short time." Guo Yi, chief analyst of Heshuo, said that after the implementation of the "73 1" policy, the overall price of second-hand houses in Xicheng District has been lowered, and the second-hand prices of Desheng, Yuetan and Financial Street are expected to drop. The reporter found on the relevant platform that in the past two weeks, the owners of Financial Street and Desheng School District have lowered the listing price of second-hand houses by 200,000 yuan to 300,000 yuan.

Under the new round of control policies, the Shenzhen property market has also cooled down. Among them, the price of Shenzhen school district, which was once unusually strong, has loosened. In Nanshan District, the price of the building named "Guanhaitai" was lowered by 6.5438+0.4 million yuan in two days. The property is located in the commercial and cultural center of Nanshan District, supporting famous schools.

In Shanghai, due to the introduction of balanced education policy, the wait-and-see mentality of school district housing buyers has increased. In addition to ensuring that every primary and secondary school teacher in the city has a specified flow record within 10, the Shanghai Municipal Education Commission also sets the annual number of teachers in classmate districts and groups, as well as the proportion of teachers in inter-school districts and groups. Parents with children said that now is not a good time to sell school districts. Hearing the news of the teacher rotation system, they "stopped" the purchase plan and prepared to wait and see for a while before making a decision.

Educational equity further weakens the school district effect.

Insiders pointed out that the existence of school districts and the phenomenon of speculating housing prices in the name of school districts are widespread everywhere, and the root cause lies in the imbalance of educational resources. Only by constantly bridging the gap in educational resources and narrowing the gap between "cattle schools" and "ordinary schools" in the same region will the concept of school district housing be weakened day by day.

To solve the problem of high-priced school districts, we should return to the public welfare nature of compulsory education and the balanced development of compulsory education. Experts suggest that relevant departments and localities should continue to strengthen the exchange and rotation of principals and teachers, and formulate strict work plans to make high-quality educational resources flow smoothly.

Investment in education and reform must also be increased. Relevant experts suggest that relevant departments should use reform thinking to promote quality improvement and efficiency improvement in the compulsory education stage, make overall plans to revitalize high-quality educational resources belonging to lower levels, provinces and departments, let principals and teachers flow, and let the people share more dividends in the reform process.

A person in charge of the Ministry of Housing and Urban-Rural Development believes that housing should return to the original appearance of living, rather than additional attributes such as abnormal educational resources.

"The price of housing in school districts is not always stable. After buying the old school district house, not only the quality of living is difficult to guarantee, but also the accelerated regulation of' school district houses' in many places in China has the risk of asset depreciation. " Guo Yi said.

"In the choice of buying a house, the public suggests asset allocation based on real housing demand." Yan Yuejin said. (Participating in writing: Li Aisheng)
