Legal analysis: Article 1 In order to strengthen and standardize the safety training of production and business units, improve the safety quality of employees, prevent casualties and reduce occupational hazards, these Provisions are formulated in accordance with the Safety Production Law and relevant laws and administrative regulations. Article 2 These Provisions shall apply to the safety training for employees of industrial, mining, commercial and business production and business operation entities (hereinafter referred to as production and business operation entities). Article 3 Production and business operation entities shall be responsible for the safety training of employees. Production and business units shall establish and improve the safety training system in accordance with the safety production law and relevant laws, administrative regulations and these Provisions. Article 4 The employees that a production and business operation entity should receive safety training include the principal responsible person, safety production management personnel, special operators and other employees. Employees of production and business units shall receive safety training, be familiar with relevant safety production rules and regulations and safety operation procedures, have necessary knowledge of safety production, master the safety operation skills of their posts, and enhance their ability to prevent accidents, control occupational hazards and respond to emergencies. Employees who have not passed the safety production training are not allowed to work at their posts.

Article 3 Work safety in production adheres to the leadership of the state. Work safety in production should be people-oriented, adhere to people-oriented and life-first, give priority to ensuring people's life safety, firmly establish the concept of safe development, adhere to the policy of safety first, prevention first and comprehensive management, and prevent and resolve major safety risks from the source. Safety in production must include industry management, enterprise management and production management, strengthen and implement the main responsibility of production and business units and government supervision responsibility, and establish a mechanism in which production and business units are responsible, employees participate, government supervision, industry self-discipline and social supervision.

Article 5 The main person in charge of a production and business operation entity is the first person in charge of production safety of the entity, and is fully responsible for the work of production safety of the entity. Other responsible persons shall be responsible for the work of production safety within the scope of their duties.

Article 6 Employees of production and business operation entities shall have the right to obtain the guarantee of safety in production according to law, and shall perform the obligation of safety in production according to law.

Eleventh relevant departments of the State Council shall, in accordance with the requirements of ensuring safe production, formulate relevant national standards or industry standards in a timely manner according to law, and make timely revisions according to scientific and technological progress and economic development. Production and business units must implement national standards or industry standards formulated according to law to ensure safety in production.
