1 Main work of safety supervision in construction preparation stage

1, the chief supervision engineer shall preside over the preparation of the project supervision plan or safety supervision scheme including safety supervision contents, and sign the opinions, which shall be submitted to the technical director of the supervision unit for examination and approval before implementation. The supervision plan or safety supervision plan shall specify the scope, content, working procedures and system measures of safety supervision, as well as the staffing plan and responsibilities, and be targeted and instructive. Specifically, it includes the following contents:

(1) basis of safety supervision;

(2) Safety supervision objectives;

(3) the scope and content of safety supervision;

(4) post setting, personnel division and responsibilities of safety supervision;

(five) safety supervision system and measures;

2, for medium-sized and above projects and dangerous partial projects, safety supervision personnel should prepare detailed rules for the implementation of safety supervision, submitted to the chief supervision engineer for approval before implementation. The detailed rules for the implementation of safety supervision shall specify the methods, measures and control points of safety supervision, so as to be detailed, specific and operable. Specifically, it includes the following contents:

(1) compilation basis (including ① existing relevant laws, regulations, rules, mandatory standards for engineering construction and design documents; ② Approved safety supervision scheme; (3) approved safety technical measures, special construction plans and expert opinions in the construction organization design;

(two) the general situation, characteristics and environmental conditions of the project construction site;

(3) Control points, inspection methods, frequency and measures of safety supervision;

(4) Work arrangement and division of labor of supervisors;

(5) Inspection records.

3, the project supervision institutions should pay attention to safety supervision disclosure work. The chief supervision engineer shall organize the disclosure of the safety supervision plan and the detailed rules for the implementation of safety supervision to the relevant supervisors. The project supervision institution shall disclose the safety supervision contents, procedures, methods, safety production responsibilities of the construction unit and related matters in the safety supervision planning and safety supervision implementation rules to the construction unit; The project supervision institution shall inform the construction unit of the safety responsibilities and related matters in the Regulations on the Administration of Work Safety in Construction Projects.

4. The chief supervision engineer shall organize the safety supervision personnel to review whether the safety technical measures in the construction organization design prepared by the construction unit and the safety special construction scheme of partial projects with greater risk meet the requirements of mandatory standards for engineering construction, and sign the review opinions. If there are any changes in the construction process, the construction unit shall be required to re-submit for approval. Review does not meet the requirements, safety technical measures and safety special construction scheme shall not be implemented, and the project supervision institution shall not issue a commencement order. If the construction unit carries out the construction without authorization, the chief supervision engineer shall promptly issue a project suspension order and report it to the construction unit.

5, the chief supervision engineer shall organize safety supervision personnel to review the construction unit's emergency rescue plan and safety protection measures cost plan, and sign the review opinions. If there are any changes in the construction process, the construction unit shall be required to re-submit for approval. Review does not meet the requirements, the project supervision agency shall not pass, and shall not issue a commencement order.

6. The chief supervision engineer shall organize safety supervision personnel to review the safety management system of the construction site of the construction unit, and make a good record of the review. The documents involved in the construction application form should have specific attachments. If there are any changes in the construction process, the construction unit shall be required to re-submit for approval. The project supervision institution shall examine whether it meets the requirements of relevant laws and regulations. Do not meet the requirements, it shall issue a written rectification notice, the project supervision institution shall not pass the construction safety management system review, and shall not issue a commencement order.

7, urge the construction unit and the construction unit, the construction unit and the subcontractors to sign the construction safety production agreement.

8. Supervise the construction unit to check the establishment and implementation of safety production rules and regulations of subcontractors.

(3) Review whether the qualification and safety production license of the construction unit (including subcontractors) are legal and valid.

5) Whether the general layout of construction meets the requirements of safe production, and whether the temporary facilities such as offices, dormitories, canteens and roads, as well as drainage and fire prevention measures meet the requirements of mandatory standards.

2 The main work of safety supervision in the construction stage

1, safety supervision personnel should supervise and inspect the construction unit to stop illegal construction operations in time according to the safety technical measures and special construction scheme approved in the construction organization design, and make inspection records.

2, safety supervision personnel should regularly patrol and check the dangerous engineering work in the process of construction, and make patrol inspection records.

3, safety supervision personnel should check the construction site construction hoisting machinery, integral lifting scaffolding, templates and other jack-up erection facilities and safety facilities inspection and acceptance permit procedures, and make verification records. Any construction machinery, equipment and safety facilities that affect the construction safety shall not be put into use without reporting to the safety supervisor for safety verification or unqualified verification.

4. Safety supervisors should check whether all kinds of safety signs and safety protection measures on the construction site meet the requirements of mandatory standards, and check their usage against the cost plan of safety protection measures, and make inspection records.

5. The safety supervisor shall urge the construction unit to carry out safety self-inspection, safety disclosure and safety education, conduct spot checks on the self-inspection, disclosure and education of the construction unit, participate in special safety inspections organized by the construction unit, and make records of spot checks and inspections.

6. Safety supervisors shall patrol and inspect the work of the full-time safety production management personnel of the construction unit, and if necessary, conduct spot checks on the on-site special operations personnel with certificates and witness the situation, and make patrol inspection records.

7. In the process of safety supervision in the construction stage, safety supervisors shall conduct patrol inspection, regular and special safety inspection on the safety production situation, construction safety measures and the implementation of the responsibility system for safety production at the construction site.

8, the project supervision institutions in the process of implementing safety supervision should be timely, reasonable and fully use the basic means of safety supervision:

1) The project supervision organization shall inform the construction unit of its obligations, responsibilities and related matters in terms of safety production in the form of supervision work contact list;

2) The project supervision institution shall inform the construction unit of the safety supervision requirements, tips and suggestions on the safety production management of the construction unit and related matters in the form of supervision contact sheet.

1) If the project supervision organization finds hidden dangers of safety accidents in the process of safety supervision, or violates the existing engineering construction laws, regulations, rules and mandatory standards, and fails to organize the construction according to the safety technical measures and special construction scheme in the construction organization design, the safety supervision personnel or the chief supervision engineer shall promptly issue the Notice of Rectification of Safety Hidden Dangers, and instruct the rectification within a time limit.

2) Issue a rectification notice for potential safety hazards to the construction unit and submit it to the construction unit;

3) After the rectification of potential safety hazards is eliminated, the construction unit shall submit a reply to the Notice of Rectification of Potential Safety Hazards to the project supervision organization, and the safety supervision personnel shall sign the review opinions after checking and verifying the rectification results.

1) When the project supervision organization finds that the hidden danger of safety accidents on the construction site is serious, and a major danger or safety accident occurs on the construction site, the chief supervision engineer shall immediately issue a work stoppage order, and instruct local or comprehensive work stoppage according to the actual situation.

3) After the rectification and elimination of the hidden dangers of safety accidents that caused the shutdown, the construction unit shall submit the Report on the Rectification and Resumption of Work for Major Safety Hidden Dangers to the project supervision organization, and the safety supervision personnel shall check and verify the rectification results, and the chief supervision engineer shall sign the review opinions on the resumption of work.

(4) Report

If the construction unit refuses to rectify or stop rectification after the project supervision institution issues a written rectification notice or shutdown order for potential safety hazards, the chief supervision engineer shall promptly report to the competent department of construction or industry where the project is located. If the report is made by telephone, it shall be recorded and the written report shall be supplemented in time.

9. Safety supervisors' inspection, rectification, review and report on the safety production status of the construction site shall be recorded in the supervision log and monthly supervision report. The chief supervision engineer shall regularly review the supervision log and sign opinions.

10, the chief supervision engineer shall hold regular safety production meetings or site meetings, analyze the safety production management of the construction unit and the current situation of on-site safe and civilized construction, check the implementation of the rectification items determined at the last regular meeting, study the safety precautions and precontrol measures for weak links, put forward rectification requirements, designate special personnel to write and distribute meeting minutes, and urge the rectification. 4, the project supervision institutions should cooperate with the relevant departments of the inspection and investigation and handling of safety accidents, truthfully provide safety supervision information.

5. After the completion of the project, the project supervision institution shall, in accordance with the provisions of the entrusted supervision contract, file the technical documents, inspection records, acceptance records, safety supervision plans and systems, minutes of safety regular meetings and relevant written notices related to safety supervision during the supervision process, and hand them over to the construction unit.

6. The reception, transfer and management of safety supervision data files shall be carried out in accordance with the relevant provisions of the entrusted supervision contract or file management.
