Legal basis: Opinions of the Ministry of Education on Further Promoting and Perfecting the Reform of Senior High School Entrance Examination 1. Further unify our thinking and fully understand the important role of the reform of senior high school entrance examination in implementing quality education.
At present, China has fully popularized nine-year compulsory education and entered a new stage of improving the quality of education and building a powerful country with human resources. Implementing quality education in an all-round way is the only way to implement people-oriented Scientific Outlook on Development, improve the quality of compulsory education and promote the balanced development of compulsory education. Establishing an evaluation and examination system adapted to the new curriculum is the key system construction for implementing quality education. In the past four years, in the process of promoting the reform of the senior high school entrance examination, according to the requirements of our Ministry "changing the practice of taking the results of the senior high school entrance examination as the sole admission standard and striving to make a breakthrough in the academic examination, comprehensive quality evaluation and high school enrollment of junior high school graduates", all localities have actively explored and steadily advanced, and formed many practices that meet the requirements of quality education and have strong operability in all key links of the reform of the senior high school entrance examination, and basically constructed a senior high school entrance examination system that is suitable for the new curriculum, so as to fully implement the senior high school entrance examination in the country. A number of advanced models have emerged in various places. In these places, schools, teachers and students are full of vitality, quality education has been well implemented, and curriculum reform has been gradually deepened. However, in some areas and schools, there are still some wrong practices in varying degrees, such as what to test and what to teach, repeating mechanical training, only admitting students by grades, vicious competition for students, and taking the rate of enrollment as the only criterion for evaluating schools and teachers, which have aggravated students' academic burden, damaged their physical and mental health, misled the direction of teaching reform in primary and secondary schools and affected the overall situation of curriculum reform. Therefore, the comprehensive implementation of the senior high school entrance examination reform has become the key link to implement the educational policy of Scientific Outlook on Development and the Party, the balanced development of compulsory education and the comprehensive implementation of quality education.
