Opinions, work priorities and policy measures of the Ministry of Education on strengthening the construction of teachers in secondary vocational schools during the Eleventh Five-Year Plan period
(six) to further strengthen the construction of teachers' morality, improve teachers' professional ethics.

All localities should conscientiously implement the Code of Professional Ethics for Teachers in Secondary Vocational Schools (Trial) (Teacher Fa [2000] No.4) and the Opinions of the Ministry of Education on Further Strengthening and Improving the Construction of Teachers' Morality (Teacher Fa [2005]1), closely focus on the objectives and requirements of comprehensively implementing quality education and comprehensively strengthening the ideological and moral construction of minors, and closely combine the education of socialist concept of honor and disgrace. Taking dedication, innovation and enterprising, caring for students and being a teacher as an important content of teachers' morality construction, we will extensively carry out various and contemporary teachers' morality education activities to encourage teachers to establish correct professional ideals, love vocational education and continuously improve their ideological and political quality and professional ethics.

Establish an evaluation and reward system for teachers' morality. The construction of teachers' morality should be regarded as an important part of the professionalization of vocational education teachers, and the performance of teachers' morality should be regarded as an important basis for teachers' work assessment, job appointment, further study selection and evaluation and reward. Construct an inspection and evaluation system for the construction of teachers' morality, and take the construction of teachers' morality as an important index for the evaluation of secondary vocational schools. It is necessary to commend the model teachers' morality in secondary vocational schools, organize a report group of model teachers' morality, hold a symposium on teachers' morality, and widely publicize the typical advanced deeds of teachers' morality.

(7) Broaden channels, combine full-time and part-time, and extensively attract outstanding talents to enrich the teaching staff.

-Strengthening the training and supplementary work for new teachers. Vocational and technical teachers' colleges should adhere to the direction of training teachers for vocational schools, strengthen the training of short-term professional students while ensuring the training of long-term professional students, and deliver high-quality professional teachers for secondary vocational schools. Ordinary colleges and universities that are recognized as vocational education teacher bases can establish vocational and technical education colleges and concentrate on training teachers in secondary vocational schools. When arranging the enrollment index of colleges and universities, priority should be given to ensuring the enrollment plan of the above-mentioned schools to train teachers for secondary vocational schools.

-Recruiting teachers for graduates of ordinary institutions of higher learning and other aspects of society. All localities and relevant departments should actively take measures to encourage outstanding graduates from ordinary colleges and universities to teach in secondary vocational schools, and at the same time attract outstanding talents with certain work experience and qualified teachers to serve as full-time teachers in secondary vocational schools.

-attract professional and technical personnel and high-skilled personnel to teach part-time in secondary vocational schools through various channels. All localities should proceed from the actual needs of education and teaching, adhere to the principle of "not seeking everything, but seeking what is used", and employ on-the-job, unemployed or retired professional and technical personnel and highly skilled personnel from society, especially enterprises and institutions, enrich the front line of vocational school teaching, and undertake professional courses or internship guidance tasks. Skilled craftsmen with rich practical experience and special skills in related fields can also be hired to teach part-time in schools after necessary appraisal. All localities should formulate specific implementation measures, clarify the basic conditions or employment standards for hiring part-time teachers, improve the employment and management methods, and solve the remuneration and treatment of part-time teachers. During the "Eleventh Five-Year Plan" period, the central government arranged special funds to implement the "funding scheme for full-time and part-time teachers in short supply in secondary vocational schools" to support a number of secondary vocational schools with good development momentum, high social reputation and shortage of professional teachers to hire part-time teachers from the society and promote this work in an all-round way.

-All localities should, in accordance with the relevant requirements of the Opinions on Formulating the Staff Staffing Standards for Primary and Secondary Schools forwarded by the General Office of the State Council (Guo Ban Fa [20065438+0] No.74) and the Opinions on Further Strengthening Vocational Education (Jiao Zhi Cheng [2004] No.65438+02) from seven departments including the Ministry of Education, pay close attention to formulating the staff staffing standards and staffing management measures for secondary vocational schools in the region, and gradually advance.

(8) Strengthen training to improve the overall quality of teachers.

-implement the "quality improvement plan for teachers in secondary vocational schools" and further strengthen the training of key teachers. During the Eleventh Five-Year Plan period, the mode of "base training+enterprise practice" was adopted to train 6,543.8+0.5 million professional backbone teachers in secondary vocational schools, including 30,000 national teachers and 6,543.8+0.2 million provincial teachers, thus creating a large number of "double-qualified" excellent teachers who play a key and exemplary role in education and teaching, and promoting the improvement of the overall quality of teachers. The central government will allocate special funds to support national-level training and reward places with outstanding training achievements at the provincial level. The education administrative departments at all levels should actively create conditions to send secondary vocational school teachers to study abroad in a planned and organized way. Through training at home and abroad, a number of professional leaders and teaching experts in vocational education have been trained.

-accelerate the pace of teachers' academic qualifications and improve the academic level of professional teachers. All localities should actively carry out teachers' continuing education, take effective measures, and through various forms, as soon as possible, make teachers whose secondary vocational school qualifications are not up to standard meet the requirements of qualified qualifications. Innovate the postgraduate training mode of vocational education teachers, continuously expand the training scale of secondary vocational school teachers studying for master's degrees, and actively encourage teachers to accept various forms of postgraduate education.

-vigorously promote teachers' practical work in enterprises and improve teachers' practical teaching ability. All localities should implement the Opinions of the Ministry of Education on Establishing Enterprise Practice System for Teachers in Secondary Vocational Schools (No.[2006]1/KLOC-0), and regard enterprise practice as an important form of continuing education for vocational teachers. Professional teachers and practice instructors in secondary vocational schools must practice in enterprises or production service institutions for more than two months every two years. Through enterprise practice, they can track the development of production service technology and effectively improve their practical teaching ability. All localities should generally establish the practice system of secondary vocational school teachers going to enterprises, actively promote its implementation, explore effective working mechanisms in practice, and improve management methods.

-Actively carry out school-based training. All schools should extensively carry out the activities of "mentoring" old teachers to new teachers, so that the noble professional ethics and superb teaching skills of old teachers can be carried forward among Protestant teachers. Extensively carry out teaching research and teaching achievement exhibition and exchange activities, and constantly improve teachers' professional theory level and teaching ability level. Make full use of social resources, invite relevant experts, enterprise managers, professional and technical personnel to the school to hold training lectures, provide technical guidance, broaden teachers' horizons, follow up technological development, and keep close contact with society.

(nine) improve the training system of vocational education teachers, and greatly improve the training capacity of vocational education teachers base.

-Actively promote the standardization of teacher bases in vocational education. The administrative department of education should formulate standards and evaluation methods for the construction of vocational education teacher bases, evaluate the existing vocational education teacher bases, further optimize the structural layout, improve rules and regulations, enrich equipment and facilities, and improve training conditions. Base schools should establish an effective working mechanism, strengthen communication and contact with education administrative departments, industrial enterprises and secondary vocational schools, strengthen cooperation between bases in specialty construction, training project development and teacher training activities, continuously deepen education and teaching reform, innovate training models, and strive to run their own characteristics.

-Vigorously strengthen the construction of teacher training programs in vocational education. During the "Eleventh Five-Year Plan" period, the central government arranged special funds to support the construction of teacher training projects, courses and teaching materials for 80 majors in the national key vocational education teacher bases, and improved the teacher training project system to meet the needs of different levels and types of new teachers, teachers' continuing education and principal training. All localities should also arrange special funds to support the development of relevant professional teacher training courses and teaching materials in provincial vocational education teacher bases. Base schools should strive to explore the subject system of vocational education teacher training with vocational education characteristics. Accelerate the construction of vocational education teacher information platform and training resource base, and promote the informatization of vocational education teacher training by using modern educational technology and network resources.

-Strengthening the construction of teachers in vocational education teacher bases. All base schools should send teachers with good political quality, strong professional quality and love for vocational education to engage in vocational education teacher training, and speed up the construction of relatively stable high-level teachers by introducing talents, strengthening training and carrying out teaching and research activities. The Ministry of Education continues to implement the overseas study plan for professional teachers in the vocational education teacher base, and regularly holds special training and seminars for teachers to continuously improve the quality of trainers.

(10) Deepen the reform and constantly improve the management system of teachers in secondary vocational schools.

-gradually improve the qualification system for teachers in secondary vocational schools. All localities should strictly implement the "Regulations on Teacher Qualification" and its implementation methods, strictly control the entrance of teachers, and full-time teachers in secondary vocational schools must have teacher qualifications. Starting from the needs of the professionalization of vocational education teachers, we should enrich the qualifications of teachers in secondary vocational schools, improve the way of qualification identification, and gradually increase the requirements for new professional teachers to have relevant work experience and professional ability besides qualified academic qualifications.

-gradually improve the post system of teachers in secondary vocational schools. All localities should formulate specific measures to encourage professional teachers with strong professional practice in secondary vocational schools to obtain the second professional technical qualification or vocational qualification certificate in accordance with relevant regulations. Gradually adjust and standardize the job sequence of teachers in secondary vocational schools, improve job evaluation methods, and provide more favorable career development space for vocational education teachers. Improve the post structure of secondary vocational schools and change the situation that the proportion of middle and senior positions of teachers in secondary vocational schools is low.

-gradually improve the appointment system for teachers in secondary vocational schools. All localities and secondary vocational schools should, in accordance with the relevant policies and work requirements of the state on the reform of the personnel system of public institutions, fully implement the full-time employment system for faculty and staff, and gradually realize the transformation of faculty and staff from identity management to post management. It is necessary to explore ways to combine fixed posts with mobile posts and full-time and part-time jobs, and establish a dynamic school employment mechanism.

-gradually improve the distribution and guarantee system for teachers in secondary vocational schools. All localities should, under the guidance of national policies, support secondary vocational schools to explore the establishment of income distribution based on fixed wages and excellent remuneration, and link teachers' income with school development, posts and personal contributions on the premise of ensuring teachers' basic salary, so as to give full play to the incentive role of income distribution. In accordance with the relevant state regulations and work arrangements, explore the establishment of social security systems such as teachers' medical care and endowment insurance.

Organization and leadership of construction and conditions guarantee

(eleven) to strengthen organizational leadership. All localities should put the construction of teachers in secondary vocational schools in a more important and prominent position in vocational education, clarify responsibilities, implement tasks, and earnestly strengthen leadership over this work. Local education administrative departments should, according to the requirements of this opinion, on the basis of in-depth investigation and combined with the needs of local economic and social development, especially the development of vocational education, formulate the "Eleventh Five-Year Plan" for the construction of teachers in secondary vocational schools in the region, and seriously organize its implementation.

(12) Increase investment. All localities should protect the salaries of teachers in secondary vocational schools according to law, and arrange special funds for the construction of teachers in secondary vocational schools in special projects of vocational education and teacher team construction. Secondary vocational schools should arrange a certain proportion of public funds and other business income for teacher training and other related work.

(thirteen) to strengthen supervision and inspection. All localities should regard the construction of teachers in secondary vocational schools as an important part of the investigation and evaluation of local vocational education and vocational schools, and ensure that the policies and measures of national and local governments at all levels on the construction of teachers are implemented and achieved practical results.

(fourteen) to increase publicity and recognition. All localities should ensure that teachers in secondary vocational schools occupy a certain proportion in the triennial national award for teachers and educators. (15) Attach importance to scientific research. Educational administrative departments at all levels should strengthen scientific research on the construction of teachers in secondary vocational schools. Vocational education research institutions and vocational education teachers' bases should closely contact the development of vocational education and the construction of teachers' team, determine a number of key topics, strive to obtain a number of research results with important theoretical and practical value, and promote the innovation of teacher education and management in secondary vocational schools.
