Second, the basic principles
-follow the law and develop with characteristics. Adhere to both inheritance and innovation, accurately grasp the growth law of Chinese medicine talents and the characteristics of mentoring education, clarify the connotation of mentoring education, and give full play to the unique role of mentoring education.
-Pay attention to quality and standardize development. Adhere to the study of mentoring education, strengthen the management and quality control of mentoring education evaluation, explore the establishment of mentoring education quality evaluation mechanism, and promote the standardized development of mentoring education.
-Overall consideration and coordinated development. Adhere to the overall planning, establish the selection criteria and graduation criteria for apprentices, and promote the coordinated development of apprenticeships in different levels, types and modes of Chinese medicine.
-Deepening reform and innovative development. Insist on deepening the mechanism reform, encourage Chinese medicine colleges, medical institutions and social organizations to develop apprenticeship education, and gradually establish a development mechanism with government supervision, expert support, multi-participation and diversified development.
Third, the overall goal
We will build a master-apprentice education system of traditional Chinese medicine, which combines master-apprentice education with specialist education, post-graduation education and continuing education, and runs through the whole process of training talents of traditional Chinese medicine, and basically establish a master-apprentice education system of traditional Chinese medicine with clear connotation, rich models and sound mechanism. By 2025, the role of mentoring education in junior college education, post-graduation education and continuing education will be fully exerted, the number of mentoring teachers will continue to grow, and the training mode of Chinese medicine talents based on mentoring education will continue to be enriched, basically realizing the normalization and institutionalization of mentoring education.
Fourth, the main measures
(A) the development of apprenticeship education combined with university education.
Promote the reform of talent training mode combining teacher education with university education. Deepen the cooperation between doctors and teachers, consolidate the theoretical foundation of Chinese medicine for students majoring in Chinese medicine, strengthen the cultivation of medical ethics and humanistic quality education, and promote the organic combination of humanistic education and professional education. Promote the combination of classic theory teaching of traditional Chinese medicine with clinical practice, and support Chinese medicine masters, famous and old Chinese medicine experts and representative inheritors of academic schools of traditional Chinese medicine to "enter the classroom" to impart academic ideas and clinical (practical) experience. Encourage qualified Chinese medicine colleges and universities to set up Chinese medicine mentoring classes, and gradually realize the comprehensive coverage of Chinese medicine specialty by mentoring education. Explore the policy mechanism of linking the apprenticeship education system with the degree and postgraduate education system, further improve the policy of linking the academic experience inheritance of old Chinese medicine experts with the professional degree of Chinese medicine, and support eligible heirs to apply for master's and doctoral degrees in Chinese medicine.
(2) Strengthen apprenticeship education combined with post-graduation education.
Give full play to the role of apprenticeship education in post-graduation education and establish a post-graduation education system that conforms to the characteristics of traditional Chinese medicine. Establish a standardized training model for residents with Chinese medicine characteristics, strengthen the construction of advantageous bases for standardized training of residents with Chinese medicine characteristics, select standardized training instructors for residents with Chinese medicine characteristics, strengthen the cultivation of Chinese medicine thinking for residents with Chinese medicine characteristics, improve the clinical diagnosis and treatment level of Chinese medicine, and take the assessment of tutorial system as an important part of graduation assessment for residents with Chinese medicine characteristics. We will carry out a pilot program of standardized training for TCM doctors with the main content of inheriting the academic thoughts and clinical experience of famous and old TCM experts and improving the diagnosis and treatment ability and level of TCM doctors.
(3) Promoting the combination of continuing education and apprenticeship education.
Provincial and above departments in charge of traditional Chinese medicine should set up special apprenticeship education in continuing education of traditional Chinese medicine, carry out hierarchical continuing education of traditional Chinese medicine with apprenticeship education as the main mode and academic experience and technical expertise of famous traditional Chinese medicine experts as the main content, guide professional and technical personnel of traditional Chinese medicine to obtain special credits for apprenticeship education, and gradually take special credits for apprenticeship education as an important basis for professional and technical title evaluation and post employment of traditional Chinese medicine personnel. Chinese medicine professional and technical personnel who have participated in the inheritance of academic experience of famous old Chinese medicine practitioners at or above the provincial level, who have passed the examination and met the relevant provisions on the promotion of professional titles, will be given priority to the evaluation of higher professional titles under the same conditions.
Encourage Chinese medicine experts to actively carry out various forms of Chinese medicine continuing education activities, and national Chinese medicine continuing education projects with their academic experience as the main content can be directly selected. Medical institutions should actively promote the combination of continuing education and mentoring education, and improve the academic level and service ability of Chinese medicine professional and technical personnel by carrying out mentoring education such as inheriting academic experience of Chinese medicine experts and building heritage studios. The quality evaluation of continuing education and apprenticeship education in medical institutions will be an important part of hospital grade evaluation and comprehensive assessment.
