A few days ago, the Office of the Education Steering Committee of the State Council issued the Work Plan for the Supervision of Innovative Counties (Cities, Districts) by Responsible Inspectors in Primary and Secondary Schools (hereinafter referred to as the Work Plan). On March 17, the head of the supervision office of the Ministry of Education answered the reporter's questions on relevant issues.
1. Q: Please tell us why it is necessary to carry out the supervision of innovative county (city, district) responsible inspectors in primary and secondary schools.
A: We have carried out the work of listing and supervising innovative counties (cities, districts) for primary and secondary school responsible inspectors, mainly considering that since the establishment of the listing and supervising system for primary and secondary school responsible inspectors for more than a year, all localities have worked hard in combination with actual conditions and achieved initial results. In particular, Hunan Province established a demonstration county in the provincial inspector responsibility area, Chongqing initiated legislation to strengthen the protection of listing supervision, and Shenzhen, Guangdong Province explored the "Nanshan model" of listing supervision. According to local conditions, it is fruitful and innovative, which is very in line with the reality of management and supervision of primary and secondary schools in China and is worth learning and popularizing. At the same time, because the supervision of primary and secondary schools in China has just started, there are still some problems, such as imperfect system and mechanism, uneven work in various places, lack of motivation in some places, slow progress, failure to grasp in some places, and ineffective results. The role of some local responsible inspectors has not yet been brought into play, and the overall quality and work level of inspectors need to be improved, which has become a bottleneck restricting the quality and level of inspectors' work. To this end, on the basis of summing up the practical experience in various places, it is decided to carry out innovative county (city, district) listing supervision work throughout the country. By carrying out innovative work in counties (cities, districts), we can fully stimulate the motivation of strengthening school supervision in all localities, mobilize the enthusiasm and creativity of county-level people's governments, innovate the system, mechanism and working methods of responsible school supervision in primary and secondary schools, increase the degree of conditional binding, strengthen the application of supervision results, improve the quality and level of supervision, and build a number of counties (cities, districts) with demonstration and leading role, thus promoting the overall improvement and level of responsible school supervision in primary and secondary schools nationwide.
2. Q: What kind of work objectives do you hope to achieve in carrying out the work of supervising innovative counties (cities, districts) by listing responsible inspectors in primary and secondary schools?
A: Since 20 16, all localities have been encouraged to actively innovate according to local conditions, and the work of supervising innovative counties (cities, districts) by the responsible inspectors of primary and secondary schools has been carried out. Support local exploration, and gradually build a number of innovative counties (cities, districts) where primary and secondary school responsible inspectors are listed and supervised, so as to lead the overall improvement of the supervision level of primary and secondary school responsible inspectors, and provide guarantee for primary and secondary schools to standardize school-running behavior, improve school-running level and education quality.
3. Q: What are the requirements for primary and secondary school responsible inspectors to supervise innovative counties (cities, districts)?
A: In combination with the actual work of supervision responsibility inspectors in various places, we have set up the leading institutions, management systems, inspectors, work and safeguard measures in the work plan.
Eight contents, such as supervision mode, accountability rectification and application of results, have become the main conditions for primary and secondary school responsible inspectors to supervise innovative counties (cities, districts), and put forward specific requirements for the realization of various conditions. Among them, a strong leading body means that the people's government at the county level should have specialized institutions and responsible persons to take charge of this work. A sound management system is to establish a complete management system for this work. Inspector team discipline is the requirement of defining the conditions, selection, management, use and training of responsible inspectors. To carry out work norms means to carry out supervision according to laws and regulations. The implementation of safeguard measures is to provide necessary safeguard conditions for the responsible inspectors to carry out their work. The scientific nature of supervision mode lies in making full use of information technology to effectively implement supervision. Accountability rectification is in place, that is, to improve the accountability mechanism and improve the timeliness of rectification. 4. Q: How can innovative counties (cities, districts) ensure the in-depth development of responsible supervision of primary and secondary schools?

5. Q: How can innovative counties (cities, districts) effectively carry out the supervision of primary and secondary schools?
A: Becoming an innovative county (city, district) for primary and secondary school responsible inspectors is the key to effectively carry out listing supervision. The "Work Plan" requires innovative counties (cities, districts) to effectively carry out listing supervision from the aspects of attaching importance to standardization, optimizing supervision methods, strengthening accountability and rectification, and using results. Fourth, the results are applied effectively. For schools, it is necessary to form a working mechanism and implement supervision opinions and suggestions and rectification requirements. For local governments, it is necessary to clearly regard the progress and effectiveness of the school's rectification within a time limit as an important basis for the school and its principal responsible persons to assess rewards and punishments.
