Citizens' right to cultural education refers to citizens' right to receive education and engage in scientific research, literary and artistic creation and other cultural activities. The right to culture and education is one of the basic rights granted to citizens by the Constitution. According to the Constitution, women enjoy equal cultural and educational rights with men. Article 15 of the revised Law on the Protection of Women's Rights and Interests stipulates: "The state guarantees that women enjoy equal cultural and educational rights with men."
Women's cultural and educational rights mainly include:
(1) The right to enter school, enter a higher school, assign graduation, confer degrees and send overseas students. Conditions and standards applicable to men also apply to women, and no restrictions or higher standards may be imposed on women. Schools and relevant departments should implement the relevant provisions of the state to protect women's legitimate rights in these areas.
(2) The right of school-age female children and adolescents to receive compulsory education. The state, society, schools and families all have the obligation to ensure that school-age female children and adolescents receive compulsory education. The state, society and schools take practical measures in terms of school setting, school-running form, education funds, infrastructure investment and teachers to provide conditions for female children and adolescents to receive compulsory education for a specified number of years. Parents or other guardians must send school-age female children and adolescents to school and must not let them drop out of school.
(3) The right to receive literacy education. All illiterate and semi-illiterate women aged 65-438+05-40 have the right to receive literacy education, except those who are unable to receive literacy education. The state also encourages women over the age of 40 to participate in literacy studies. The state creates conditions and adopts organizational forms and working methods that conform to women's characteristics to help women become literate.
(4) the right to receive vocational education and technical training. People's governments at all levels and relevant departments shall take measures to organize women to carry out vocational education and technical training. At present, China's vocational education is divided into pre-job training and on-the-job training. In addition, the state and society also take various forms to train farmers and other laborers in practical skills.
(5) The right to conduct scientific research, cultural and artistic creation and other cultural activities. The state encourages and helps women engaged in education, science, technology, literature, art and other cultural undertakings to carry out creative work beneficial to the people. Women's copyrights, patents, inventions, discoveries and other scientific and technological achievements are protected by law.
