Article 2 In organizing and implementing flight, we must implement the principle of "safety first, improving service and striving for normal flight", correctly handle the relationship between safety and production, safety and training, safety and quality, safety and normal flight according to the principle that safety is for production and production must be safe, put flight safety first and strive to complete production tasks. Continuously improve service quality and normal flight rate. Article 3 Flight and flight support are the main tasks of civil aviation departments, and the directors and managers are responsible for them. Directors and managers must put flight and flight support work on an important agenda, regularly analyze the situation of safe production, formulate measures to improve flight work and ensure flight safety in time, and solve existing problems.
The leaders on duty of each unit are responsible for the daily flight organization and implementation. Leaders of all units must strictly observe their posts, fulfill their duties, and earnestly do a good job in flight and flight support during the duty period. Article 4 Ensuring flight safety is an important duty of civil aviation leaders at all levels and all personnel. Leaders at all levels must always carry out safety education for their subordinates and establish the idea of safety first; Strictly control the technology, strictly abide by the rules and regulations, and develop a good work style; Timely carry out mass safety inspections, sum up experiences and lessons, and take timely measures to prevent accidents; For accidents and signs of accidents, we must find out the reasons, distinguish the responsibilities, deal with them seriously and accept the lessons. Article 5 Vigorously cultivating talents and improving the theoretical and technical professional level of all kinds of personnel are the basic conditions for ensuring flight safety and completing various tasks. Leaders at all levels should always educate pilots and all kinds of flight support personnel to establish the idea of serving the people wholeheartedly, love their jobs and study hard on technical business; Establish an effective technical business inspection and assessment system. The license management system shall be implemented for personnel directly engaged in flight safety work. Leading cadres at all levels and all kinds of professional and technical personnel must study hard, study hard and constantly improve their professional and technical level. Article 6 In organizing and implementing the flight, all departments and personnel must carry out the flight and flight support work in accordance with the flight plan uniformly arranged by the air traffic control and flight dispatch departments. Strictly abide by the rules and regulations and labor discipline, implement the post responsibility system, be responsible at different levels, and do your duty according to the post, so as to implement all the work. Airlines, shipping management agencies, airport management agencies and aviation oil companies must maintain close contact, help each other, cooperate with each other, timely inform the relevant situation, sign agreements with each other according to the needs of work, and strictly follow the provisions of the agreement. Chapter II Aircrew Article 7 Aircrew refers to personnel who perform tasks on an aircraft in flight, usually including aircrew, flight attendants, aerial photographers and security personnel.
Every flight, the aircrew should be organized into a crew. The crew is led by the captain. The captain is a pilot. If there are more than two pilots in the crew, one must be designated as the captain, which should be indicated in the mission statement.
The number of members and personnel to be included in the crew shall not be less than the provisions of the aircraft airworthiness certificate or aircraft flight manual and other relevant documents.
Random workers and interns should indicate in the mission statement that they must abide by the relevant regulations and obey the leadership of the captain when working on the plane. Article 8 A pilot refers to a person who directly controls an aircraft and navigation and communication equipment on the aircraft during flight, including a pilot, a navigator, a flight communicator and a flight mechanic (engineer).
Flight personnel must undergo special training and pilot inspection, and be awarded technical grades and licenses after passing the examination and reaching the standards stipulated by the Civil Aviation Administration of China.
Before obtaining a license, a pilot must perform a flight task under the supervision of a teacher or technical inspector who holds a license for the same type of work. Article 9 During the flight mission, the pilot-in-command is responsible for leading all the activities of the crew, and is responsible for the safety, normal flight, service quality and mission completion of the aircraft and its personnel and property. All crew members must obey the captain's orders and commands.
First, the main responsibilities of the captain:
(1) lead the crew to seriously implement the policy of "ensuring safety first, improving service and striving for normal flight", correctly handle the relationship between safety and production, and always put safety first.
(two) before the flight, according to the nature, characteristics and requirements of the task, familiar with the information related to the flight, and lead the crew to make full preparations before the flight from the most difficult and complicated situation.
(3) During the flight, in accordance with the relevant provisions of the aircraft flight manual and operation manual, correctly operate the aircraft and use all kinds of equipment, reasonably save fuel and equipment, and supervise and inspect the work of all crew members.
(4) Require the flight attendants to take the lead in providing warm and thoughtful service for passengers and users, and constantly improve the service quality and operation quality.
(5) Require crew members to take the lead in strictly following flight rules and regulations, observing flight discipline and obeying air traffic control.
(six) in flight, in case of complex meteorological conditions and special circumstances, organize all aircrew to cooperate closely and deal with them correctly.
(seven) during the implementation of the task, we must be serious and responsible, strict requirements, and conduct a comprehensive management of this unit. Properly arrange work and rest, do a good job of internal and external unity, and successfully complete the flight mission.
(eight) after the flight, presided over the unit evaluation, and report to the superior.
(nine) to study business technology, familiar with the relevant provisions of the flight, and constantly improve the organizational leadership and technical business level.
Two, the captain has the right to:
(a) before the flight, it is confirmed that the aircraft, meteorological conditions, airports and other conditions do not meet the prescribed minimum standards, or refuse to fly because of lack of confidence in ensuring flight safety;
(two) in case of complex meteorological conditions and special circumstances, to ensure the safety of passengers and aircraft, to make a final decision on the disposal of aircraft;
(3) In the course of carrying out the flight mission, when it is found that the crew members are not suitable for continuing the flight and hinder the flight safety, it is proposed to replace them;
(4) During the flight, take all necessary and appropriate measures against anyone who disturbs the normal order and discipline in the aircraft, violates the criminal law, threatens flight safety or hinders the execution of tasks.
