Main responsibilities:
(a) the implementation of education laws, regulations and policies, the drafting of relevant local laws and regulations, study and formulate the city's education reform and development plan and organize their implementation.
(2) Strengthen the management and supervision of all kinds of education in the city according to law, comprehensively promote administration, education and running schools according to law, and promote the modernization of education governance system and governance capacity.
(3) To be responsible for preschool education, basic education, vocational and technical education, special education, ethnic education, adult education, community education, radio and television education and local higher education in the whole city, and make overall plans and coordinate the management of education in counties, development zones and industries in conjunction with relevant departments.
(four) responsible for promoting the balanced development of compulsory education in the city and promoting education equity, implementing the basic requirements and documents of education and teaching, and fully implementing quality education.
(five) responsible for organizing the implementation of comprehensive education reform, guiding the reform of the internal management system of schools, organizing educational scientific research, responsible for the city's educational supervision, monitoring and evaluation of educational quality and eliminating illiteracy, and undertaking the specific work of the Education Steering Committee of the municipal government.
(six) responsible for the administrative examination and approval of education according to the management authority, responsible for the comprehensive management of private education in the city, coordinating and guiding social forces to run schools, and standardizing the order of private education.
(seven) responsible for the preparation and distribution of departmental education budget, and supervise its implementation; To formulate policies and management measures for raising education funds, education funds and education investment jointly with relevant departments; Overall arrangement of the city's education surcharge and special education funds; And in conjunction with the relevant departments to inspect and guide the arrangement and use of education funds in counties and development zones.
(eight) to guide the city's education to get rid of poverty, undertake the organization, implementation, supervision and management of the nutrition improvement plan for rural compulsory education students in the city, and implement student aid and student loans for poor families.
(9) Responsible for the construction of the talent team in the education system and the work of teachers, implementing the national teacher qualification standards, evaluating the professional titles of municipal primary and secondary schools (including secondary vocational schools) and kindergartens, and providing employment guidance for graduates from normal universities.
