According to the requirements of the adjustment of the prison layout of the Ministry of Justice, the Prison Administration of the Autonomous Region actively set up a high-security prison in Korla in line with the principle of "being conducive to maintaining the safety and stability of prisons, comprehensively utilizing social resources to educate and reform criminals, and ensuring the stability of prison life and police force" and the requirement that "prison construction should be carried out in nearby cities or regions with relatively developed economy and convenient transportation".

The completion of the prison can directly detain local felons, reduce the risk and cost brought by serving sentences in different places, and greatly reduce the pressure of overload operation of existing prisons in our state.
