Measures for the administration of part-time teachers in vocational schools
Chapter I General Provisions
Article 1 In order to implement the Outline of the National Medium-and Long-Term Education Reform and Development Plan (20 10-2020), the State Council's Decision on Vigorously Developing Vocational Education and the State Council's Opinions on Strengthening the Construction of Teachers' Team, improve the management system of part-time teachers in vocational schools, strengthen practical teaching links, optimize the structure of teachers' team, and support, encourage and standardize vocational schools to hire professional and technical personnel with practical experience and high-skilled talents to take part-time jobs.
Article 2 The term "vocational schools" as mentioned in these Measures includes secondary vocational schools and higher vocational schools registered as institutions according to law, among which secondary vocational schools include secondary specialized schools, vocational high schools, technical schools and adult secondary specialized schools.
Article 3 The term "part-time teachers" as mentioned in these Measures refers to professional and technical personnel and highly skilled personnel who are employed by vocational schools to undertake teaching tasks part-time in specific professional courses or internship guidance courses. The proportion of part-time teachers in the total number of full-time and part-time teachers in vocational schools should be clearly defined in the school post setting plan, generally not exceeding 30%.
Article 4 Hiring part-time teachers should focus on meeting the teaching needs of strategic emerging industries, modern agriculture, advanced manufacturing, modern service industry and specialty with characteristics.
Chapter II Personnel Conditions
Fifth hired part-time teachers should generally be employees of enterprises and institutions. Retirees can also be hired for much-needed professional teaching.
Article 6 Basic requirements for part-time teachers:
(a) with good ideological and political quality and professional ethics, law-abiding, love education, physical and mental health;
(2) Having a high professional quality and skill level and being competent in teaching;
(3) Generally, it should have a professional technical title (post) above the intermediate level or a professional qualification (post) above the senior level. Under special circumstances, you can also hire skilled craftsmen with special skills and a certain reputation in related industries, and inheritors of national and provincial intangible cultural heritage;
(four) the retirees employed for the first time shall, in principle, leave their original jobs for no more than 2 years, and generally not more than 65 years old. Special circumstances may depend on the needs of the school.
Chapter III Employment Procedures
Article 7 Part-time teachers employed by vocational schools may be employed by cooperative enterprises and institutions, or they may be employed for the society. When hiring part-time teachers in vocational schools, priority should be given to the staff of counterpart cooperative enterprises, and a normal mechanism should be established for the staff of cooperative enterprises to teach part-time in vocational schools, which should be included in the basic content of school-enterprise cooperation.
Article 8 Hiring part-time teachers for the society shall follow the principles of openness, fairness and merit-based, and strict inspection, selection and employment procedures. The basic procedure is:
(1) Vocational schools determine the positions and qualifications of part-time teachers according to the teaching needs;
(2) Vocational schools inspect the qualifications and abilities of candidates;
(three) vocational schools to determine job candidates, and publicity;
(4) Vocational schools sign work agreements with part-time teachers.
Enterprises and institutions in-service personnel to apply for part-time teachers, should be approved by the unit.
Ninth vocational schools should clarify the management organization of part-time teachers, and be responsible for the organization and implementation of the employment of part-time teachers.
Tenth part-time teachers before taking up their posts, vocational schools should train them in basic teaching ability and relevant laws and regulations.
Chapter IV Organization and Management
Eleventh in addition to the selection of part-time teachers through counterpart cooperative enterprises and institutions, vocational schools should sign work agreements with part-time teachers.
The work agreement shall specify the rights and obligations of both parties. Including working hours, working methods, work tasks, work remuneration, labor protection and so on. The duration of the agreement shall be determined by both parties through consultation according to the teaching arrangement and the needs of the course, generally not less than one semester.
Twelfth part-time teachers are employees of enterprises and institutions, and the original unit and the vocational school that employs part-time teachers pay work-related injury insurance premiums for part-time teachers respectively. If a part-time teacher has a work-related injury during the agreement period, the unit where the part-time teacher works shall bear the responsibility of work-related injury insurance according to law.
Encourage vocational schools to buy accident insurance for part-time teachers.
Thirteenth part-time teachers should abide by professional ethics, strictly implement the teaching management system of vocational schools, and earnestly perform their duties. Vocational schools should formulate evaluation standards for part-time teachers, strengthen daily management and assessment, and timely feedback the part-time teaching situation of on-the-job personnel to their personnel and labor relations units.
Fourteenth vocational schools should create a good working environment for part-time teachers, encourage and absorb part-time teachers to participate in teaching research, professional construction and team building, and support part-time teachers and full-time teachers to jointly carry out enterprise technology research.
Fifteenth enterprises and institutions should support professional and technical personnel with practical experience and high-skilled personnel to teach part-time in vocational schools, among which, institutions should take part-time teaching as an important part of their assessment and evaluation.
Sixteenth relevant departments should include the number and level of part-time teachers in the important content of corporate social responsibility assessment.
Article 17 The administrative departments of education, human resources and social security at all levels shall incorporate part-time teachers into the overall plan for the construction of the teaching staff, incorporate the employment of part-time teachers in vocational schools into the scope of personnel management supervision and inspection, establish a part-time teacher resource pool, and strengthen the guidance on the management of part-time teachers in vocational schools.
Eighteenth part-time teachers can participate in job evaluation according to their tasks and the corresponding series of teacher evaluation standards.
Chapter V Sources of Funds
Nineteenth the establishment of government, schools, enterprises and institutions, multi-channel to raise funds for part-time teachers, to ensure the remuneration of part-time teachers.
Twentieth places where conditions permit can arrange special financial funds to support vocational schools with good development momentum, high social reputation and shortage of professional teachers to hire part-time teachers.
Twenty-first vocational schools can arrange certain funds to pay part-time teachers in their business income.
