Internal structure of Laiwu Education Bureau
There are four functional departments under the Municipal Education Bureau: First, the office comprehensively coordinates the daily work of the bureau; Responsible for the supervision and implementation of the decisions of important meetings such as the party Committee and the director's office meeting; Responsible for secretarial, information, news propaganda, letters and visits, family planning, reception and office logistics services; Responsible for the investigation and study of major issues and the drafting of comprehensive manuscripts; Responsible for the supervision and inspection of legal education, administrative reconsideration and administrative law enforcement in the city's education system; Responsible for the policy research and pilot work of comprehensive reforms such as education system reform and school-running system reform. Second, the Department of Personnel and Political Work is responsible for the party building work of bureaus, directly affiliated schools and units, assisting in the management of directly affiliated units, school leading bodies and leading cadres, and being responsible for the management of middle-level cadres in directly affiliated schools; Responsible for the management of personnel, labor and wages of directly affiliated schools and directly affiliated units; Responsible for the construction of primary and secondary school teachers and the training of education cadres in the city; Guide the construction of young and middle-aged academic backbones and academic leaders; Responsible for the qualification of teachers in relevant schools in the city; Participate in the qualification evaluation of teachers' professional and technical positions; Guide the reform of personnel and distribution system within the school; Organize and manage the foreign exchange, study abroad and study abroad of the whole city in conjunction with relevant departments; Responsible for the recognition and reward of the city's education system; Responsible for the employment guidance and employment system reform of graduates from normal universities in the city; Responsible for the management and service of retirees from organs, directly affiliated units and schools. Three, planning and finance departments to develop the city's long-term planning and annual plan for the development of education, coordinate the preparation of vocational and technical colleges, ordinary middle schools, ordinary high schools and secondary vocational schools enrollment plan; Responsible for the approval and application of the establishment, merger, renaming and adjustment of ordinary high schools, secondary vocational schools and social forces in the city; Responsible for guiding and managing the layout and structural adjustment of schools at all levels; Responsible for the preparation of infrastructure investment plans of directly affiliated schools and units and the management of special funds for infrastructure, and responsible for the statistics and analysis of basic education information in the city; Participate in the formulation of policies and regulations on the financing and management of education funds; Supervise the investment and implementation of education funds; Prepare the annual budget and final accounts of education funds; Supervise the management and use of educational funds and state-owned assets of directly affiliated schools and units; Responsible for the financial affairs of the bureau and the internal audit of the schools and units directly under it. Four, the basic education department to co-ordinate the management of the city's basic education (including preschool education, including basic education in running schools by social forces), and organize the implementation of compulsory education; To study the comprehensive reform of basic education system, guide the adjustment of basic education layout structure and teaching reform, and formulate basic education evaluation standards and teaching material construction policies and regulations; Responsible for enrollment and student status management of ordinary high schools, as well as high school exams; To guide moral education, publicity and special education in primary and secondary schools; Participate in guiding the construction and training of teachers and principals in primary and secondary schools and kindergartens, kindergarten construction and education and teaching; To guide the city's school physical education, health art education and national defense education; Responsible for the guidance, inspection and evaluation of the construction of standardized schools in primary and secondary schools in the city. V. Education Supervision Office of the Municipal Government The Education Supervision Office of the Municipal Government is co-located with the Municipal Education Bureau, and its duties are: to perform education supervision duties on behalf of the Municipal People's Government, mainly to supervise and inspect the implementation of education laws and regulations and the performance of education duties by the relevant departments of the people's government at the same level and the people's governments at lower levels and their education administrative departments; Check and evaluate the direction, conditions, quality and benefits of running a school; Supervise the implementation of quality education; Investigate and study major issues in education, and put forward opinions and suggestions to the people's government at the same level or the higher education supervision institutions; Participate in the selection of advanced education units, and put forward suggestions on rewards and punishments, appointment and dismissal of the principal responsible persons of the supervised schools to the relevant departments.
