Forty-ninth compulsory education funds should be used for compulsory education in strict accordance with the budget. No organization or individual may occupy or misappropriate funds for compulsory education, or illegally collect or apportion fees from schools.

Article 54 Under any of the following circumstances, the people's government at a higher level or the education administrative department, finance department, price department and audit institution of the people's government at a higher level shall, in accordance with the division of responsibilities, order it to make corrections within a time limit.
