"Double reduction" and "double reduction" are to effectively reduce the excessive academic burden and off-campus training burden of students in compulsory education. One is to reduce the workload of students in compulsory education, and the other is to resolutely reduce off-campus training. Mainly through controlling homework, improving after-school service level, standardizing off-campus training behavior, alleviating educational anxiety and promoting students' all-round development and healthy growth. In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the Fifth Plenary Session of the 19th Central Committee, effectively improve the level of school education, constantly standardize off-campus training (including online training and offline training), and effectively reduce the excessive workload and off-campus training burden of students in compulsory education. On July 24th, 20021,the General Office of the State Council, the General Office of the Central Committee of the CPC issued opinions on further reducing the burden of students' homework and off-campus training in compulsory education. All localities and departments are requested to conscientiously implement it in light of the actual situation. In August of the same year, the Office of the State Council Education Steering Committee issued a special notice to inform the progress of the implementation of the "double reduction" work in each province every two months.

According to the document, the strict supervision of off-campus training is not to shut down all off-campus training institutions across the board, but to require all off-campus training institutions to operate according to law and within the prescribed business hours, and no early education or advanced education is allowed. At the same time, non-disciplinary training in training institutions should be liberalized. This is to make off-campus training institutions return to their proper functional orientation. To implement the "double reduction" document, off-campus education and training institutions must make changes. Simply put, only by establishing a multiple evaluation system and creating multiple choices for students to become talents can students be liberated from their academic burden.
