Motor vehicle drivers who have accumulated scores of 12 or above in a scoring cycle need to take a 7-day study of road traffic safety laws and regulations and take an exam at the vehicle management office. If they pass the exam, their scores will be cleared and their motor vehicle driving licenses will be returned. Those who fail the examination will continue to take part in the study and examination, and those who refuse to take part in the study and examination will have their motor vehicle driver's license suspended.

In other words, full-mark education requires the driver to apply, and those who pass the study exam can "clear the points" and get their driver's license back.
