Section 1 Implementing Planning Responsibility

All regions and departments shall, according to the division of responsibilities, formulate the implementation plan of the main objectives and tasks involved in this plan. The binding indicators, major engineering projects and tasks in the fields of public services, ecological environmental protection and safety determined in this plan should be clear about the responsible subjects and schedule requirements, rationally allocate public resources, guide and standardize social resources, and ensure timely completion. The expected indicators and tasks in the fields of industrial development and structural adjustment put forward in this plan are mainly realized by giving play to the role of market players, and governments at all levels should create a good policy environment, institutional environment and legal environment. The annual plan shall implement the development goals and key tasks proposed in this plan, decompose the main indicators determined in this plan into the annual plan index system, set annual goals and make comprehensive balance between years, and reasonably determine the annual work priorities.

Section II Strengthening the Monitoring and Evaluation of Planning Implementation

Conduct dynamic monitoring, mid-term evaluation and summary evaluation of the implementation of the plan, submit the mid-term evaluation and summary evaluation to the Standing Committee of the Political Bureau for deliberation according to procedures, report the implementation of the plan to the NPC Standing Committee according to law, and consciously accept the supervision of the National People's Congress. Adhere to the public finance to obey and serve the public policy, enhance the financial security of major strategic tasks of the country, strengthen the convergence and coordination between the medium-term fiscal plan and the annual budget, the government investment plan and the implementation of this plan, and give priority to the central financial funds to invest in major tasks and major projects determined in this plan. Adhere to the planning, capital and elements of the project, formulate a list of major projects according to this plan, simplify the examination and approval procedures of projects in the list, give priority to ensuring the planning site selection, land supply and capital demand, and the land demand of a single major project is guaranteed by the state.

Section IV Accelerating the Legislation of Development Planning

Adhere to the formulation and implementation of planning in accordance with the law, fix the provisions, requirements and effective experiences and practices of the CPC Central Committee and the State Council on the construction of a unified planning system and national development planning in legal form, speed up the introduction of the development planning law, and strengthen the legal guarantee for planning preparation and implementation.
