In order to fully implement the spirit of the 17th National Congress of the Communist Party of China and the spirit of Hu Jintao's "8.3 1" important speech, further strengthen the management of teachers, and comprehensively improve the construction level of teachers' morality in primary and secondary schools in the county, the Education Bureau decided to extensively study and implement the Code of Professional Ethics for Primary and Secondary School Teachers (revised in 2008) (hereinafter referred to as the Code), and further strengthen the construction activities of teachers' morality and style, and formulated this implementation plan.

I. Guiding ideology

To study and implement the Code and further strengthen the construction of teachers' morality and style, we should take the spirit of the 17th National Congress of the Communist Party of China and Scientific Outlook on Development as the guidance, take the theme of "standardizing running a school, starting with me", take the construction of a harmonious teacher-student relationship as the main line, take the Teachers' Law of People's Republic of China (PRC), the Compulsory Education Law of People's Republic of China (PRC) as the basis, and guide teachers to further strengthen the construction of professional ethics. Effectively solve the problems existing in the current teachers' professional ethics, and strive to create a team of teachers who love education, love students, teach according to law, abide by the law, have a high sense of political responsibility and mission, have good ideological and professional quality, are United and dedicated, and are satisfied with the people.

II. Objectives and tasks

1, improve teachers' ideological and political quality. Organize all teachers to seriously study the Teacher Law, the Compulsory Education Law, the Law on the Protection of Minors, the professional ethics of primary and secondary school teachers (revised) and experts' interpretation of the norms, Hu Jintao's speech at the excellent teachers' forum, Minister Zhou Ji's speech at the symposium on studying and implementing the professional ethics of primary and secondary school teachers, the Evaluation Rules for the Construction of Professional Ethics of primary and secondary school teachers in Shangnan County (Trial) (Shangjiaofa [2006] No.262), Shangluo Education Bureau on all schools in the city, Guide teachers to firmly establish a scientific world outlook, outlook on life and values, consciously practice the "four hopes" put forward by Hu Jintao at the excellent teachers' forum, firmly establish the political concept of loving the motherland and education, stand firm and take a clear-cut stand, and lead students to grow up healthily with good ideological and political quality and lofty pursuit of life.

2. Establish a correct professional ideal for teachers. Schools should guide teachers to enhance their sense of professional honor, historical mission and social responsibility, educate teachers to be loyal to the people's education, establish lofty professional ideals and firm professional beliefs, correctly handle the relationship between individuals and society, and oppose money worship, hedonism and extreme individualism; We should correctly handle the relationship between family and work, and closely link work and personal ideals with the prosperity of the motherland and the civilization and progress of society; We should correctly handle the relationship between education and career, consciously perform the sacred duty of teaching and educating people, and aim at educating students to learn to be human, to learn to do things and to learn knowledge, so that teachers can truly have lofty aspirations, love their jobs, care about their students, be loyal to their duties, be willing to contribute, be rigorous and serious, be brave in innovation and forge ahead. Guide students to develop in an all-round way with noble sentiments, and realize their life value with excellent achievements in teaching and educating people.

3. Improve teachers' professional ethics. Education teachers should truly establish the idea of "teaching and educating people with love and responsibility", firmly establish the idea of educating people as the foundation and putting moral education first, care about every student, care about his growth and progress, love and respect students, treat students fairly and strictly, educate and influence students sincerely, sincerely and sincerely, form a teacher-student relationship that encourages and learns from each other, and promote their all-round development; Consciously strengthen the cultivation of teachers' morality, set an example to abide by professional ethics, lead by example, teach by example, be a teacher by example, influence and cultivate students with their good ideological and moral demeanor, and strive to be a teacher that students love and the people are satisfied with.

4. Focus on solving outstanding problems in the construction of teachers' morality. We should advocate dedication and hard work, and oppose perfunctory and muddle along; Carry forward regardless of gains and losses, be willing to contribute, and oppose paid tutoring and remedial classes; Advocate care and respect for students, and oppose discrimination, insult, corporal punishment and corporal punishment in disguised form; Advocate honesty in teaching, oppose selling supplementary materials and other commodities to students, and ask for or accept property from students and parents; Carry forward healthy trends and oppose unhealthy practices in work and violations of discipline and discipline; Advocate truth-seeking, pragmatism, rigor and self-discipline, and oppose violating academic norms, practicing fraud, and occupying other people's labor achievements in teaching and scientific research; Carry forward noble teachers' morality, aim high, and oppose immoral behaviors that damage teachers' image and reputation.

Third, the method steps

The first stage: propaganda and mobilization, learning and improvement (April1-June 15).

The main tasks are: to make plans, study and publicize, and raise awareness. Make schools and teachers clear about the significance and purpose of this learning and education activity, and lay a good ideological foundation for the development of the activity.

1, thought emission. All schools should hold a general meeting of all faculty members to fully mobilize, unify their thinking and raise awareness.

2. Widely publicize. Make full use of the media to carry out publicity, increase publicity efforts, and cause vibration among society, parents, students and teachers, so as to more effectively promote the in-depth development of activities.

3. Organize learning. Adhere to the combination of collective learning and self-study, and combine learning theory with work practice. Pay attention to the learning effect and make learning records and notes.

The second stage: profound reflection and investigation (1June 6-1July 6).

The main task is: through personal reflection, self-examination, and feedback from students and parents, let each teacher consciously and comprehensively realize his own problems in ethics, so as to facilitate rectification.

1. Every teacher should deeply reflect on the problems existing in the construction of teachers' morality and find out the root causes of their own problems in accordance with the requirements of the Code.

2. Check the problem. Through self-examination, mutual investigation and investigation, we can find and correct the problems existing in teachers' morality. We should correct our attitude and motivation, from the perspective of caring for comrades, and don't take the opportunity to make a fool of yourself. We should seriously carry out criticism and self-criticism with the correct attitude of "correcting problems and encouraging them if there are no problems".

3. Ask for advice. By issuing consultation cards, holding symposiums, setting up report boxes and telephones, hiring professional ethics supervisors, and making unannounced visits, the opinions of students, parents and people from all walks of life are widely solicited to help find out the outstanding problems in the construction of teachers' morality.

Stage III: Organize discussion and investigate its hazards (July1July-August 3 1).

The main task is to make teachers have a comprehensive and clear understanding of the harm of immorality, dishonesty and lack of progress through the discussion of all teachers, so as to achieve the purpose of self-warning, self-inspection and self-motivation.

It is necessary to closely focus on the harm and consequences of violating teachers' professional ethics to students, teachers themselves, schools and society, and carry out a big discussion among teachers on how to be a teacher who is satisfied with the people, and accurately grasp the spiritual essence and basic content of the Code, so that it can be educated and enlightened. All kinds of discussions organized by the school should be recorded.

2. Thought report. Every teacher should go through a serious investigation, write a profound ideological report, and submit the problems and ideological roots in the moral construction of the main lecturers to the school for the record.

The fourth stage: rectification (September1-165438+1October 30th).

The main task is to sort out the problems raised by the survey and formulate feasible rectification measures.

1, summarizing and sorting out problems. Schools should sort out the problems existing in the construction of teachers' morality according to the opinions solicited and the teachers' self-examination, and give feedback on the existing problems according to the actual situation of each teacher and the combing results.

2. Formulate rectification measures. According to the results of self-examination and feedback from the school, every teacher should formulate concrete and feasible rectification measures with clear goals and rectification within a time limit.

3. Public commitment of teachers' morality. After this study and education activity, we should sign a letter of commitment with each teacher on such issues as making up tuition fees, treating students unfairly, sending messages indiscriminately, accepting money and goods from students and parents, and not striving for progress. Schools and all teachers should make public commitments to students, parents and society.

Stage 5: Establish the model and summarize the communication (65438+February1-65438+February 65438+May).

The main tasks are: to take advantage of the east wind of this teacher's morality warning education activity, vigorously carry forward the righteousness, set up a model of teacher's morality, hold a report meeting on the advanced deeds of teachers' morality in the township (school), vigorously publicize the advanced deeds, give play to its guiding and inspiring role, and promote the overall improvement of teachers' morality.

Four. Activities require

1. Establish and improve institutions. The county bureau set up a leading group to study and implement the "Code of Professional Ethics for Primary and Secondary School Teachers" to further strengthen the construction of teachers' morality and style.

2. Comprehensively raise awareness. Teachers are builders and successors of the socialist cause and guides the growth of young students. Teachers play an important and irreplaceable role in spreading civilization, enlightening wisdom and shaping the soul. Teachers' status, function and professional characteristics determine that teachers' morality must be higher than social morality. Teachers' ideological and political quality and professional ethics are directly related to moral education in primary and secondary schools and the healthy growth of teenagers. Strengthening the construction of teachers' professional ethics and improving teachers' professional ethics level is of far-reaching significance for building a well-off society in an all-round way and building a harmonious socialist society. In view of the challenge posed by the new situation to teachers' ethics, the Ministry of Education revised and promulgated the Code of Professional Ethics for Primary and Secondary School Teachers, and carried out activities to study and implement the new code in the national education system. The educational activities organized by us with the theme of "standardizing running a school, starting from me" are the concrete embodiment of practicing the new "norms" with practical actions. At present, the mainstream of teachers in the county, teachers' mental outlook and professional ethics are relatively good. However, there are also a few teachers who violate moral norms in education and teaching. Although it is a case, if it is not corrected in time, it will definitely affect the overall work of the school and the healthy growth of students' body and mind, and affect the good image of education in people's minds. Therefore, studying and implementing the Code and paying close attention to the construction of teachers' morality is an important starting point for us to stand at a new starting point and promote the development of educational science. All kinds of schools at all levels should mobilize teachers to unify their thinking with the overall deployment of the county bureau, earnestly strengthen the cultivation of teachers' morality, strive to be teachers satisfied with the people, and run a satisfactory education for the people.

3. Deeply understand the connotation of the Code. The newly revised Code has six contents. "Patriotism and law-abiding" is the basic requirement of teachers' profession; "Love and dedication" is the essential requirement of teachers' profession; "Caring for students" is the soul of teachers' morality; "Teaching and educating people" is the bounden duty of teachers; "Being a model" is the inherent requirement of teachers' profession; "Lifelong learning" is an inexhaustible motive force for teachers' professional development. "Love" and "responsibility" are the core and soul running through them. The new code includes not only learning and teaching, but also being a person and doing things. It is not only a programmatic document for the construction of teachers' morality, but also has strong reality and operability. All schools should educate teachers to study hard, fully and profoundly understand its connotation, truly implement the new "Code" in education and teaching, and constantly improve the professional ethics of teachers in the county.

4. Innovative activities. The construction of teachers' morality focuses on practice, self-discipline and action. To study and implement the Code, we should follow its inherent laws, strive to overcome the influence of formalism and impetuous style, not be superficial, not put on airs, be based on reality, stress practical results, give full play to the virtue of "number one", be in charge of leadership, be specifically responsible, and the party and government work groups (teams) should work together and take responsibility. Focusing on the theme, we take various forms such as study, interpretation, communication and speech, combine learning theory with advanced learning models, analyze negative cases, solve outstanding problems in the current construction of teachers, and combine the construction of teachers' morality with classroom teaching reform, optimize school management and create a harmonious campus. Adhere to positive education, strengthen publicity and public opinion guidance, and further unite people's hearts and boost morale through learning and construction activities. The achievements of teachers' morality education should be reflected in the harmonious relationship between teachers and students, comrades, the entrepreneurial action of officers, the style of obeying rules and discipline, and the motivation of innovation and enterprising, which will be transformed into a booster to promote the development of education in the county and promote the coordinated development of education in the county.

5. Pay attention to the policy. This study and education activity focuses on warning education, and should not take the opportunity to retaliate and cause contradictions. We should focus on learning and improving, make changes while learning, and effectively solve the outstanding problems in the construction of teachers' morality.

6. Strengthen supervision and inspection. During the activity, the county education bureau will organize personnel to supervise and inspect at the grassroots level in due course, and the development and effect of the activity will be included in the target responsibility assessment in 2009.

7, combined with the actual, overall arrangement. Township primary and secondary schools and educational units directly under the county level should properly handle the relationship between work-study programs and effectively ensure the correct promotion of work-study programs. Closely combined with the reality of towns and schools (units), the activity plan should be formulated as soon as possible to ensure the effective implementation of the activities.
