According to "the State Council's Decision on Accelerating the Development of Ethnic Education" (hereinafter referred to as "Decision"), by 2020, the overall development level and main indicators of education in ethnic areas will be close to or reach the national average, and basic public education services will be gradually equalized. The gross enrollment rate of two years and three years before school in ethnic minority areas reached 80% and 70% respectively. The conditions for running compulsory education schools are basically standardized, and the consolidation rate of nine-year compulsory education has reached 95%. Efforts should be made to eliminate the phenomenon of dropping out of school and basically achieve balanced development within the county. High school education is fully popularized, the proportion of general education and vocational education is roughly the same, and secondary vocational schools basically realize free education. The enrollment opportunities of higher education are increasing, the admission rate of college entrance examination is increasing, the discipline and specialty structure is basically reasonable, and the training ability of applied, compound and technical skills talents is significantly improved.

Adhere to the separation of education from religion

The "Decision" calls for adhering to the rule of law. According to national laws and regulations, we will deepen the comprehensive reform of ethnic education by using the rule of law thinking and the rule of law, solidly promote the administration of education administrative departments and the management of schools according to law, strengthen the education of the rule of law, and enhance the legal awareness of teachers and students of all ethnic groups. Adhere to the separation of education from religion. Comprehensively implement the party's basic principles of religious work and relevant religious laws and regulations. No organization or individual may use religion to carry out activities that hinder the national education system, and may not spread religion in schools, develop believers, set up places for religious activities, carry out religious activities or establish religious organizations.

Establish a normalization mechanism of national unity education

The Decision calls for the establishment of a normalization mechanism for national unity education. Persistently carry out patriotism education and national unity education, guide students of all ethnic groups to firmly establish the idea of "three inseparable", and constantly enhance their recognition of the great motherland, the Chinese nation, Chinese culture, China and Socialism with Chinese characteristics. We will further promote national unity education in schools, classrooms and minds, offer special courses on national unity education in senior grades and junior high schools nationwide, strengthen the content of national unity education in ideological and political courses in ordinary high schools, and offer courses on the party's national theory and policies in ordinary universities and vocational colleges (including higher vocational schools and secondary vocational schools, the same below).

Retain and further improve the policy of adding points to the college entrance examination for ethnic minority candidates

The decision also called for the reform of the examination enrollment system. In accordance with the unified requirements of the reform of the national examination enrollment system, we will retain and further improve the preferential policies for minority candidates in border areas, mountainous areas, pastoral areas and areas where ethnic minorities live in concentrated communities, promote the reform of the college entrance examination enrollment system for Xinjiang graduates in ethnic areas and the mainland, and gradually explore the establishment of a fair and diversified admission mechanism based on the unified results of the college entrance examination and the high school level examination and comprehensive quality evaluation. Improve the enrollment methods of ethnic classes and ethnic preparatory classes in colleges and universities, explore the implementation of the graduation examination system for ethnic preparatory classes in colleges and universities, and continuously improve the quality of training.
