Announcement on the Qualification of Primary and Secondary School Teachers in Bijie, Guizhou in 2022

I. Object and scope of appraisal

China citizens who have not reached the national statutory retirement age and meet one of the following conditions may apply for the qualification of teachers in kindergartens, primary schools, junior middle schools, senior middle schools or secondary vocational schools in our city.

(1) Social workers registered in Bijie City may apply for accreditation at their place of registration; Social workers who hold a residence permit in Bijie City and are within the validity period may apply for recognition at their place of residence.

(2) Persons holding residence permits of Hong Kong, Macao and Taiwan residents may apply for recognition in their places of residence; Holders of passes for Hong Kong and Macao residents to and from the Mainland and Taiwan Province residents to and from the Mainland valid for five years may apply for recognition at the place where the examination is held.

(3) Graduates of full-time colleges and universities in Guizhou Province in 2022, students studying in colleges and universities or graduates studying in graduate schools may apply for accreditation in schools entrusted by the education administrative departments where their schools are located, and non-graduates apply for accreditation in the corresponding education administrative departments as social personnel.

(four) active servicemen or active armed police in Bijie City may apply to the administrative department of education under the jurisdiction of the military station for commendation.

Ii. authorized institutions and authorities

County (city, district) level education administrative department is responsible for junior high school, primary school, kindergarten teacher qualification. The municipal education administrative department is responsible for the qualification identification of teachers in senior middle schools and secondary vocational schools and practice instructors in secondary vocational schools; The qualification of high school (secondary vocational school) teachers is determined by the county (city, district) Education Bureau of the applicant's domicile or residence after the preliminary examination, and it is uniformly reported to the Municipal Education Bureau for organization and identification.

The qualification of teachers in the former Jinhaihu New District is the responsibility of Qixingguan District Education Science and Technology Bureau. After the preliminary examination, Guizhou Institute of Engineering and Technology will report the materials of fresh graduates who apply for high school (secondary vocational school) teacher qualification to the Teachers' Office of the Municipal Education Bureau, and the materials of fresh graduates who apply for kindergarten teacher qualification will be reported to the teachers' work unit of Qixingguan District Education Bureau after the preliminary examination in Bijie Vocational Education City, and the materials of applicants from other counties (cities, districts) will be reported to the local Education Bureau.

Third, the identification conditions

Those who apply for the accreditation of teachers' qualifications shall meet the accreditation conditions stipulated in the Regulations on Teachers' Qualifications and have not reached the national statutory retirement age.

(A) ideological and moral status

Support China's leadership, love the socialist motherland, adhere to the party's basic line, have good political morality, consciously abide by the Constitution and laws, love education, fulfill the obligations stipulated in the Teacher Law of People's Republic of China (PRC), and abide by teachers' professional ethics.

(2) Education

1. To apply for kindergarten teacher qualification, you must have graduated from kindergarten normal school or above.

2. To apply for the qualification of a primary school teacher, you must have graduated from a secondary normal school or above.

3. To apply for junior high school teacher qualification, you must have a higher normal college or other college degree or above.

4. To apply for the qualification of a senior middle school teacher, you must have a bachelor's degree or above from a normal university or other university.

5. To apply for the qualifications of teachers in secondary vocational schools (including the qualifications of teachers in secondary vocational schools, technical schools, vocational high schools for cultural courses and professional courses), you must have a bachelor's degree or above in normal universities or other universities.

6. To apply for the qualification of an internship instructor in a secondary vocational school (including the qualification of an internship instructor in a secondary vocational school, a technical school or a vocational high school), one should have a secondary vocational school graduation or above, and at the same time, one should have a professional and technical position equivalent to an assistant engineer or a technical level of a worker above the intermediate level.

The above qualifications are all national education sequence qualifications recognized by the Ministry of Education (including self-study, amateur universities, night universities and adult universities including full-time >; , online school correspondence >, etc. ) and Hong Kong, Macao and Taiwan education recognized by relevant state departments and foreign equivalent education.

(3) Conditions for passing the national examination

Pass the national primary and secondary school teacher qualification examination, and obtain the certificate of primary and secondary school teacher qualification examination (which can be found on the primary and secondary school teacher qualification examination network), and within the validity period, the "teaching subjects" to be applied for must be consistent with the interview subjects.

Applicants are full-time normal students in preschool normal schools, full-time normal students in colleges and universities or full-time masters (doctors) in education who apply for teacher qualification for the first time, and enrolled before 20 14 1 (excluding 20 14 1).

Postgraduates of Master of Education in 2022 and normal students at public expense do not need to provide the Certificate of Qualification Examination for Primary and Secondary School Teachers, but they should pass the examination of normal students' educational and teaching ability and obtain the Certificate of Teachers' Professional Ability, and within the validity period, the "teaching subjects" and years of study for applying for teacher qualification should be consistent with their certificates.

(4) Physical condition

Have good physical and psychological qualities, no infectious diseases, no history of mental illness, and can meet the needs of education and teaching. According to the requirements of the Notice of the Provincial Education Department on Implementing the Notification System of Certification Matters (QJH [2021] No.62), the applicant can choose to sign the notification form of certification matters instead of the medical certificate. If it is really necessary to have a physical examination, it is necessary to have a physical examination in a public hospital at or above the county level designated by the county (city, district) teacher qualification accreditation institution in accordance with the local civil service physical examination standards, and the physical examination conclusion must be qualified.

(5) Putonghua level

The level of Putonghua should reach the second level or above in the Standard of Putonghua Proficiency Test issued by the State Language Committee.

(6) No proof of criminal record.

Residents do not need to submit proof of no criminal record. The education administrative department of the county (city, district) shall go to the public security organ for verification and issue relevant certificates.

The certificate that Hong Kong, Macao and Taiwan residents have no criminal record shall be issued by the applicant to the relevant departments of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province. The Certificate of No Criminal Record (attachment 1) required by the applicants in Hong Kong and Macao shall be filled in by the applicants and submitted to the on-site confirmation point. After completing the filling and sealing, the provincial teacher qualification accreditation institution will notify the applicant to collect it, and then the applicant will bring the letter to the police department in Hong Kong or Macao to apply for a certificate of no criminal record. After verification by the police departments in Hong Kong and Macao, the verification results will be fed back to the provincial teacher qualification accreditation body that issued the letter, and the provincial teacher qualification accreditation body will inform the verification results. In Taiwan Province Province, the applicant went to the relevant departments of Taiwan Province Province to issue a certificate of no crime, and the certificate of no crime was directly handed over to the accreditation institution that applied for accreditation.

Four. Identification process and time

(1) Online declaration

According to the unified arrangement of the provincial teacher qualification guidance center, the qualification of primary and secondary school teachers in our city is divided into three time periods, and the specific working hours are as follows:

The first batch of online newspapers in the first half of the year: April 2022 13, 8: 00-April 2918: 00;

The second batch of online newspapers in the first half of the year: June 2, 20221Sunday 8: 00-July 618: 00;

The online newspaper time in the second half of the year: 8: 00 on September 19- 10, 2022 (except June 10-June 7, 2022).

The same applicant can only apply for teacher qualification once a year.

(2) On-site confirmation (except weekends and holidays)

The first batch of "on-site confirmation" in the first half of the year: May 9 -20;

The second batch of "on-site confirmation" in the first half of the year: July 4th-15;

"On-site confirmation" time in the second half of the year: 65438+1October 65438+July -28.

Applicants are required to bring the following materials for on-site confirmation:

1. Identification

(1) For social workers with household registration in Bijie, provide the original ID card and household registration book or collective household registration card; Social workers who hold Bijie residence permit and are within the validity period shall provide the original ID card and the original residence permit within the validity period.

(2) Hong Kong, Macao and Taiwan residents provide Hong Kong, Macao and Taiwan residents' residence permits, Hong Kong and Macao residents' passes to and from the mainland, or the originals valid for five years in mainland travel permit for taiwan residents.

(3) The serviceman or armed police stationed in Bijie City shall provide a military officer's card or a police officer's card (if the service place cannot be shown on the certificate, the personnel relationship certificate issued by the personnel department of the subordinate unit or organization shall be provided, and the applicant's service place shall be clearly indicated on the certificate).

2. Proof of academic qualifications

Provide the original academic degree certificate, among which, applicants holding academic degree certificates from Hong Kong, Macao and Taiwan institutions of higher learning are required to provide the original academic degree certificate from the Study Abroad Service Center of the Ministry of Education; Applicants who hold academic degree certificates of foreign institutions of higher learning are required to provide the original foreign academic degree certificates issued by the Study Abroad Service Center of the Ministry of Education. Applicants who have passed the system verification at the time of registration in "China Teacher Qualification Network" may not submit their academic credentials.

It is suggested that applicants who can't verify their academic qualifications should be certified at Xuexin.com (website: /xlrz/rhsq_index.jsp) in advance.

3. Putonghua proficiency test grade certificate

Provide the original certificate of Putonghua proficiency test level (Grade II, Grade B and above). If the applicant's Putonghua proficiency test information has been successfully verified by the system when registered in China Teacher Qualification Network, it may not be submitted.
